Though I support you, but I am not pessimistic as you expressed. The root cause is the country was ruled by foreigner.By nature Indians are followers. One basic things, we need to keep in mind, the British government needed bureaucrats to govern  us with low level of trust. They devised edu-system to produce clerks. As human tendency to choose comfort-zone, we continues their legacy. Our country's strength lies in villages with agriculture products.Though the government has initiated to introduce institution for the field, but lacks strong political will.People's apathy to that reform dampens the objectives.People's movement is eminent to popularize the change to renew the system & policies thereon, in context of socio-economic demand of our society.

I would go with the first option "Needs Improvement, lot of changes required". I am looking forward for an education system which aims at delivering specialized course approach towards educating the Indian lot. As a matter of fact, most of the people, may be all, study everything in bits and pieces starting from school. They only get to choose a specialization option after graduation, until then they would be made to learn everything and pass all exams irrespective of their choice. For example, a student opting to be an engineer should learn subjects related to engineering and not medical. I see many people around me including my friends who have completed engineering in Electrical field and work as software engineers. I see people complete their bio-technology course and work in call centers. People do not have any idea about the career they would want to opt in the future, only because they would have never thought about it in their school and college days and they start thinking about the career only when they get into graducation, confused. I may be wrong , please post your views and comments
