I feel in such circumstances i would prefer to talk to the management first,then only i can decide whether to continue with the same management or not?

I feel the other way.Even if you are not compensated for your hard work,I think at the cost of the company you had learned those skills which would be useful to you any where you go because you worked hard.More over you got those skills at no cost of yours. compensation is the company's judgementwhich in these days are a bonus if you get it and if you don't get it don't bother.Try and learn more with more hard work till some good skills you acquire through company would be useful to you anywhere you go. Look for the right time and the mood of the top management to discuss the issue with corroborated facts, and be assertive in spelling out why you are more important to the company and vice-versa! If they brush you aside, wait for the second opportunity before throwing tantrum!

Yes this is the right way but sometimes it can go against you and your boss can oppose you and you can be tortured by work techniques.

You may not get supporting argument on the other side. Those who are working in private enterprises/organisations has the opportunity. But we dont have the opportunity since we are working for the state Govt. Here everything is according to rules. Merit has no value here. A horse and donkey treated alike. Promotions on caste basis not even on seniority basis. In this scenario whom should I ask?

Self-appraisal and Performance Appraisal are the two yardsticks one should follow. If, according to your self-appraisal, you have fulfilled everything that is demanded out of you is justifiable with corroborative facts, then you have every right to discuss with your management, very objectively. You don't know they may have different opinion to wait and promote you to a next level at an appropriate time without offending others! Therefore, instead of sulking within, discuss it out!
