Both are major problems and are both connected. But the major problem is not only huge population but also the unemployment in India because in education sector we can see that a raise in India. The main and important problem facing by India is unemployment and for that the concerned authority want to take steps to prevent that.

The people with education sees that no scope in India so they are going abroad. But here the main problem is also the attitude of the people because all people want only WHITE COLLAR JOB and they will do any type of jobs in abroad.

Lack of education is not a problem nowadays. Huge population and unemployment makes India a challenging one now.

On the other hand, it is very difficult to provide good education to more that 150 crore population. This will make new generation concerned about population blast and this together helping each other will bring the population of India in a fair condition...

I think the strategy should be 2 pronged. One way we should try to curtail the theft and wastage as rightly pointed out by strict and severe enforcement of laws however to cope with increasing demand the production of power also equqlly needs stepping up.
