In my opinion productivity should be the only criteria for promotion in any field. But people generally take that if they stick for long in govt. jobs then they deserve a promotion. This is totally wrong and preference should be given only to productivity....

ONLY GOOD PERFORMANCE CAN FETCH PROMOTION IN GOVERNMENT SECTOR. AS THERE IN GOVERNMENT SECTORS EACH AND EVERY EMPLOYEE IS MONITORED WHETHER HE/SHE IS DOING THE JOB PROPERLY OR NOT, WHETHER HE/SHE IS REGULAR OR NOT, IS HE/SHE DEDICATED OR NOT AND MANY MORE THINGS MAKE SURFACE FOR A PERSON TO GET PROMOTION.

Whatever the sector, sucessful performance or track record should be the only cause for being considered for promotion. Mere years of warming the seat with one's rear should not be the basis at all.

You cannot make a generalised statement like this against all the Govt employees. If all were non productive, Then how is the country going ahead. how is the activities required for the Governance of the Nation is happening.?

Our opinion on matters of Government Service would be hardly taken by the bureaucracy, simply, because they are the people behind policy making. Government under the Social Obligation to keep every stratum of society in good humour allows less intelligent people to perform duty under various reservation scheme. All of a sudden, if they decide on the promotion to be based on productivity basis, then over 80% of the inmates would lose their weightage directly, and they would cry for imbalance in approach. Civil Society should be involved in framing policy for the Government based on various parameters, then probably we would have a system that would augur productivity as the basis for promotions in Government!

We should one more criteria how many scams is the employee involved in more the number of scams involved in higher the promotion. Just joking.

Of course it should be productivity? Does govt really work?

I have always doubt for productivity of  govt. employees (may there are some exceptions like Dr. Tatyasaheb Lahane), so some credentials should be given to seniority.
