What should be the focus of e-governance projects: Department Computing or Community Computing?

What should the e-governance initiatives focus on? Whether it should be the computerization of internal business processes of the government departments OR should it be empowerment of citizens through outside-in mass usage applications?

Is it possible to define outward solutoins when the internal systems are not well organized? Won't it be a case of Garbase In Garbage Out?

The biggest problem today with e-governance solutions is lack of standardization in data used among various departments or institutes. Each one has its own island of same data. This not only results in redundancy, but also hinders the success of any good governance intiiative, as almost all government processes typically requires coordination among multiple departments.

Any talk of applications or e-governance solutions without much thought on this data standardization part will surely be a hurdle race.

Even i agree with swapnil as community computing is the way to go as there is more redundancy in the department computing...and this should be the change by which there is no dependence on the government.

Community computing is the way to go. It not only results in immediate addressing of needs of people, but also exerts pressure on government authorities to respond to the growing needs of people. It has very small or no dependence on government funds which makes it independent of the red tape. Of course, department computing cannot be avoided, but community computing can become cause for department computing, not the other way.
