Which is better on-site fabrication or off-site fabrication?

Most of the time it has been seen that on sight fabrication some times proper infrastructure is missing so every thing has to be done manually and on approximation and again you need to redo the modifications that takes time and waste of labour, if proper measurements are taken the same work can be done with optimum utilisation of raw material and labour and can be transported to the site and installed. This inturn saves time and money.

With only 63% of site-based construction projects delivered on time and only 49% delivered to budget, traditional buildings fails to meet the major challenges facing construction today. That's why I feel the need for more innovative methods of building that are safer, cleaner and more efficient, and which minimise disruption, guarantee quality and cost, and time saving construction can be done with off site construction.
