If we weigh , Terrorists, Maosist, Politicians who is most dangerous? Terrorist strikes and kills innocents maximum 2-3 time in the whole year. Maoists never kills innocents, they are the player of politician.

i don't think there is much difference between the two as both target unarmed civilians for their cause whereas their fight is with a government

terrorist are the one's who want to destroy the society and its people. their aim is to create fear so that people will obey them and follow their way of life. Where as Maoist are less harmful their fight is for a cause. They will not destroy society.
