Zend is better as it have more features that other framework lack but at the same time if you consider the simplicity to use then Cake is first choice.
Considering all the Pros and Cons of both the Framework, to me Zend will be a little ahead of Cake.

Zend framework I prefer because it is

1. Feature riched

2. I can use it as I want to use it

3. I can use only the controllers I need

4. It has a vast code library

Subject is "Which PHP framework is the best?"... So we should include other frameworks PHP like CodeIgniter...

Because CodeIgniter is also following MVC architecture... And it is having vast set of APIs... It can be extended to include various third party library, plug-ins, helpers, etc.. I think we should include this framework also...

ill personally go for Cake PHP because:

1.  It uses very easy to read array.

2. Database information is automatically included into the core of the system and can be    referenced.

3. For creating your own configurations one can use the configuration class.
