I think the education sector will have the priority because India has a healthy number of talented workforce for the industry, but there is always a lack of highly educated and research oriented people who could train and educate others. One simple statistics shows it so. There are many IITs in India now who are creating frontline talents but only 2-3% IIT BTech graduates are going for higher studies and research.So there is a deficiency in the number of good professors, mentors, trainers etc. in the education sector in India. But opportunities are there in the Indian market. But unfortunately most of the talents are going to foreign countries for higher studies and research and they are contributing to the development of those countries ignoring their motherland. This is making the stats more worse. Therefore there is always a considerable gap between the demand and availability of human resources in education domain.
