Interesting question.. Both are equally hard to maintian. There is no short of jobs for the right candidates and anyone who gets a better opportunty takes it.

I would say it is difficult to manage a blue collar worket more because of the fact that he/she will not hesitate to make it a mass movement and involve others if they are wronged. Whereas a white collar employee wil refrain from raising the banner of revolt. The former is hard to get by especially in technical oriented jobs or on the shop floor whereas the latter can always be dispensed with and their role handed over to someone else in the same department or company till a new recruit is initiated.

If an employee, whether Blue collar or white collar, is indispensable, he will become incorrigible to manage, but he is bound to be retained unless you find an alternative!

White collars know very well that if they quit and join a new company he/she has to socialize and work harder in a very new environment,under a new superior with different traits and this is indeed true in most of the cases,But for a blue collar the work load - atmosphere - deliverables - compensation are almost the same everywhere and they socialize very soon.This makes things hard for the Hr personnels to retain them.

That is right. Both are equally hard to maintain. Additionally i want to say that every person is hard to maintain. person is hard to maintain whatever the job is. because every person has the individuality. when you are trying to maintain the person anyhow you are avoiding his individuality. and he will do anything to maintain his individulaity.

Blue collar workers are very vocal about their dissatisfaction,grievances etc and by addressing them there is every possibility to retain them. But white collar workers do not come out with their grievances so early and there is a trend to look for greener pastures so it is difficult to manage white collar workers.
