For me its both infact, and its more tilted towards Government which is responsible for this corruption, if they penalize people who are corrupt then everything will fall in place, and we can't blame ourselves, and its not that we want to bribe an official, but its the way the government has made its image with people and people by default think that they should bribe to get things done and if one opposes, will stand alone with no support and will come into stark criticism from his own people and has fell into the trap that the Government and its officials who ask for more, and also Government which is not paying enough salary to officials which is making one to be corrupt......

You can never take a firm decision on this matter because it is the support of both people and the government who are responsible for the increase in corruption. But the thing to analyze is that government had tried by its own way by making laws against it but we people had done nothing against it. But again government have the rights to fabricate the laws.

Both are crtically involved in corruption, directly or indirectly ... but in most of the cases, WE are only culprits who encourage thses corrupted people just save our time and physical involvement. YES WE ARE THE CULPRITS...

If you are looking for a change, then it should start from you and then spread it. It should not be violent way, but it should be done in a smart way. Corruption elimination should start from lower level as they are ones who does all dirty things for the rich. But rich and powerful enjoys. But rich and powerful knows how to bring the poor on-board. Middle class involvement is minimal in the whole process and that is saddest part of all.

As per my opinion we are more responsible for corruption growth, we are give bribe every where like railway, schools, colleges, hospitals I mean in every area

Political leadersip, bureaucracy, inefficient judiciary all are responsible. It is more with political leadership than we. Our politicians, who enjoy enormous power resorts to corrupt means of genrating funds for political activities and also for individual benfits.

They partner with bureaucracy without whom they will not succeed for such activities. This leads to corruption. Bureaucrats take the quid pro quo and indulges on such activity. General public finds it only way to get their job done.

Malady is deep rooted. Cleansing is easiser said than done. It can start only through electoral reforms by way of public funding of elections or may be by adopting to an alternative form of governmance. The Government should adopt zero tolerance of corruption and fast track court should try the corruption cases. General  public should also get moral education and awareness about the ill effects of corruption.
