Normally arguments come when a project get delayed. Always there is a tendency to blame contractor alone for the delay.

The agreement clauses framed by the client with the contractor, and consultant maters most in execution of the project.if agreement caters of all accountable person other than contractor in the agreement then the float can be the contractor otherwise all are responsible for project commissioning.

It depends of the type of contract. I have seen in many design and build contracts there is huge delay due to the delay in approval of design drawings from the client. In this case the contractor is eligible for claim. But the bottlenecks caused due to insufficient manpower, and other site related issues are the responsibility of the contractor.

Sibasis is very correct.If Govt organization is the client,in 90% of the cases,Ifound,client is responsible. Open the tender documents, each and every responsibility has been put on the contractor, but for his every step, the contractor has to get the nod from the client's officers whose reputations are known to all. Eventually, it is the work which suffers, time wise and quality wise.

Definitely, Client and its representatives always looking to blame Contractor for any kind of delays related to their projects, but its completely depend on Contractor, how he presents his analysis and how he convince client regarding parties involved for the delay.

All are having equal responsibility for the delay of the projects. For a completion everybody is working in their respected roles. So everybody who are working to a project whether it is directly or indirectly, they are responisble for the project. We can table simple blame the contractor only. But delay of the project mainly by the contractor only.

usually by analysing reason of delay in a project client and contractor will be found equally responsible.From client part non deliberation of decisions,drawings and payment in proper time to contractor are the common facts.On the part of contractor delay in arranging man power and equipments and lack of planing for investment to carry out the project are responsible.In construction we all know time is the essence of a project.

Honestly, the blame should be shared by all with more responsibility on the person who is directly responsible for the situation. But, in the Indian scenario this is not always the case. The blame is usually put on the person who is unable to fight back or one who is not ready to use violence or one who is a professional.

Collective responsibility can not be taken by all. The moment, the contractor is awarded, it is the Contractor prime duty to see that it is managed as per the scheduling & planning & forecast the requirement as required in time. Other elements are , more or less , on advisory role, & not really involved in Ground executions. Any addition / deletion / amendment directed by them , as seen feasible, need to be accommodated & delivered the resulted project in time. Any topsy-turvy situation arise, it is to be taken concurrence of the Consultant & the Client.So, the contractor can not absolve the responsibility in delay of project.

Once the projected is entrusted,the contractor is in know of the possible hold ups.The construction planning is done accordingly.The synergy so developed has to be followed to maintain the pace of progress.
