If it rains in keral the first one affected is electricity .no body knows why the power is off.even before the rain stops showering, the power will come and soon shut off.In Tamil nadu the well has no water to drain out but govt gives free electricity.Yester day there was aproposal to give free motor pumps where there in no standard supply throughout the state.Theft from rural areas, industries,factories are common, while all ruling parties have their rights to steal electricity for torching their blind top leaders throughout the highway.the huts in the same hamlet are in dark.if you are not paid 500 rupees something the fuse carrier will be removed without notice.But in the name of industries crores of rupees are pending.The management is foolish, corrupted, negligent towards duties,and getting salaries,pf whithout any shame and backbone.,

Live Mint reports that "State electricity boards (SEBs) across India are saddled with losses running into crores of rupees due to power theft during transmission and distribution, billing inefficiencies and, more importantly, because they have to buy expensive power to tide over short-term deficits. A dependence on subsidies and the political compulsion of providing free power to farmers reflects poorly on the books of these state-owned boards. As agricultural power supply is unmetered, many utilities write off all losses from transmission and distribution as agricultural consumption. Some SEBs have also failed to revise tariffs for many years, adding to their losses. This comes at a time when around 57% of rural households and 12% of urban households in the world’s second most populous country have no access to electricity."

Electricty boards are facing tough times due to a variety of reasons: 1. lack of political will on the part of various state governments to charge a tariff from consumers which atleat covers the cost of electricty generation of the electricty boards. Electricty tariffs have remained static eventhough fuel prices have been going up over the years. 2. The above also results in the poor condition of the electricty board power plants. 3. As consumers we are willing to pay higher prices for almost everything we consume except for electricty. This mindset has to change and the govts should allow electricty boards to charge a tariff which covers their costs. In addition to the above, the problem of electricity theft remains, but the same can be tackled by proper monitoring provided the govt. shows the political will to tackle the problem.

This is because they are doing the job of a distributor only looking into the social angle. SEBs purchase power from the Power producers and sells to the consumers. The Sell price may be less than the cost price due to Govt pressure, and in some cases Govt also promises to make contribution but in many cases they are yet to receive the payment from them. Ultimately, losses and negative cash flow.

It is not foolish but poor management due to (1) Political Pressures:- I have myself witnessed the Engineer in Chief being pestered on phone by a Politician not to roster power in his constituency while the chief was trying to explain that it was an automated shut down mechanism installed to prevent grid failure when frequency falls below the set value(48.7 hertz), (2) Employees not attending to faults and assisting power thefts for graft. (3) Poor quality of Transformers and switching and control systems due to L1 policy of accepting tenders without considering quality. The senior officials are always on their toes and are planning to bring about reforms but they do not have support of either the public, their own staff or the govt. A lot of change has taken place in the last 2 or 3 years in the functioning of the Electricity boards. Computerized billing, immediate attention in case of transformer faults even at night, immediate replacement of faulty step down transformers by portable standby units and replacement of overhead lines by multicore insulated cables are some of the noticeable improvements. It is the duty and responsibility of all consumers not to encourage the electricity employees by giving tips for services rendered, prevent people from tapping electric supply illegally, and lodge / register complaints at various levels till they are attended.

The fact that Tata Power , a private company in the same field of power generation , transmission and distribution , has been making profits year after year , clearly shows that what the state electricity boards lack is good administration , and technical know-how.

Almost all state government hire highly paid salary to electricity company's employee where all the expense will be burden on consumer only.All officers is doing nothing & getting more from government.Now this is the time where you gave money to that person as per his work.

The amount of electricity theft that happens in staes like TN, Bihar, UP and so on for various totally unnecessary events like regional party events and other such works - if these are prevented, it will go a long way to reduce the shortfall. Once that is done, the transmission losses needs to be reduced. The center should refuse funding to state electricity boards under any condition till these two are taken care of

Highly qualified and competent people are getting jobs. But they are unable to distinguish between theories of books and real life facts. They are creating new policies which are neither consumer-friendly, nor are able to generate long term incomes for the companies. Moreover, after getting jobs, many of the employees at the head office,working in top levels, are not working and making gossips in most of the working hours at offices causing govt. revenue losses. This is a practical incident seen with my own eyes. Adding insult to injury, are the unnecessary westage of power by consumers. Also there are crisis in production of natural resources like coal and therefore resulting in their price hike. There is no govt. subsidies and the results are bulk losses.

Padmaja I agree with you. There is a price rise in each and every products so either the electricity provider has to take tough stand with the government and in case government is unwilling to initiate any action then the total theft amount should be debited to government. Government will not mind paying since there is corruption at all levels and to turn the public towards their paying for theft will keep their vote bank intact and will enjoy public sympathy. I think we live in a real democratic country.

Thanks,Padmaja for referral.I agree with your point of view.Even Electricity Board's own people are pilfering the power.This was revealed recently during a regular vigillance checks.Having said, electriciy theft is on rampage in cities ,new colonies in connivance with E B staff.

Well in my point of view the main cause of electric boards of different states is the increasing demand due to development and their failure to stop the unfair use of electricity by the consumers. These days electricity theft is also a growing cause of concern as many people are using electricity illegaly. I think we should try to do regular checks in suspected areas and should fine the users on illegal use of electricity and also we must try to gather bills on times, and do proper maintainence so that consumer satisfaction should be increased.

I think the strategy should be 2 pronged. One way we should try to curtail the theft and wastage as rightly pointed out by strict and severe enforcement of laws however to cope with increasing demand the production of power also equqlly needs stepping up.
