PDS is one of the most important social service systems, the efficient functioning of which is of vital importance to the larger percent of population that are economically backward in the country.

It is seen that there are systemic failure in the system in all areas;  procurement, transportation, storage, local distribution, prevention of pilferage and black marketing.

Governments in the Centre and State government are equally resposible for the state of affairs.

Rain and floods during monsoon are certain events happen every year and without that India cannot sustain. In spite of it, there is no pre-monsoon precautions taken whcih is necessary in every system and industry.

There is no doubt that there are systemic failures. The issue in this debate is that while the ministries are responsible for policy decisions, the bureauocrats are more resonsible for the systemic failures in doing effective implementation and management of PDS.

Both are wrong at certain levels. Bereauocrats have to keep strict control over PDS and ministries have to ensure is there policies are properly working & reach to public. Ration card is main documents we use for PDS systems but there are big corruption in this system. The things must be reach to necessary persons.

Agreed that bureaucrats holds responsibility,,,,but do they hold accountability as well..??? We do have a chance to oust the minister,,,at least in 5 years,,,can we remove bureaucracy on our own?

If there are policies that are framed that ensures answerable people....like the recent incidents when lacs of tons of grains were rotting in Punjab,,,,the responsible people whosoever they are should be chargesheeted,,,,when on one side its considered to be a national shame that our offspring are hunger struck & malnourished,,,,these negligent people should once bought to books.

And yes,,,,none other than the person at the helm,,i.e. the minister (or the related ministry),,,can do better than that,,,after all we the common people have send him there to take care of our interests....what are they doing there if not monitoring all these or not formulating policies to prevent such things to happen; time & again?

Dear Paul,

Everyone in power from bureaucrat to minister to their team members think they are rulers and are doling out freebies to hapless. The typical slave master mentality even tarnishes their vision to know their own basis of survival that is the taxpayer who is the missing factor in complete transaction to bring any transparency. The word "AAM AADAMI" is a typical example of feudal mentality. 

APATHY is the hallmark at minimum.

The public distribution system is meant for the welfare of the people and unfortunately there is no proper system is followed by the bureaucratic in our country. The PDS is being run by them as per their likes & dislikes and they are not bothering about the public interest/benefits.

For the first time, I find myself unable to select between the two options provided!

Corruption and lack of quality awareness is so rampant in this particular system, that the beaurocrats, ministers and some of th policies are all in bad shape and to blame for the systemic failure. 

PDS has become a way to give something to the backward classes.....something that without any trace of quality or transparency.

I agree to Mr. Cherian's views. In the type of democratic system we follow, where governments come to powerr with less than 10% of votes of the contry's eligible voters, the helpnessness of the majority push them to a state of inescapable 'Adaptive Neurosis'. It happens not only with the hapless commonman but also with the bereaurocrats and public servants of lesser stature.  

As pointed out by Mr. Jain, the under performing and erring politician authorities are at the risk of facing the wrath of his voters later, though they can always resort to different gimmics to hoodwink the people and get back to power.

The failure to rein in the erring bereauocrats and public servants is again due to systemic failure of the HR management in the public systems. There are enough provisons in every HR policy to chastise, sensure or punish non-performers and erring officials. But nothing happens; may be the explanation is again in Mr. Cherian's theory of 'Adaptive Neurosis' psychology as people in HRM of public systems also is part of the system.

Why blame the ministers alone for every systemic failure. Government and Ministers come and go. Systems are supposed to go on irrespective of who at the political helms are. The responsibility of maintaining the systems and managing these effectively and efficiently are the resonsibility of the bureauocrats. 

With support of technology, it is now possible to collect day to day management information so as to take neceesary corrective and preventive measures such as shortage of aquisition of food grains, availability and adequacy of storage spaces, volume in hand and condition of stored food grains, movement of the supplies etc.

Therefore, it is necessary to initiate stern action against the erring officials where ever failure of the system happens due to mis management by the departments that are responsible for effective implementation of PDS.

Mr Paul I agree with you...the PDS has failed due to the bureaucrats. They are the one's  who are behind the scene. But these bureaucrats are backed by the evil ministers & their policies. So, both are helping each other & eating public money......

GREED AND INEPTITUDE.

Greed of large section for self accumulation and unconcerned handling of most others.

Everyone near or within Governance live in their own secure world and are almost always busy within themselves,  leaving little time to gain ground knowledge and with  no attachment or concern for the needy are almost always Apathetic in handling and concerns.

It is not either or IT is both Bad policies and failures, intentional or otherwise.

Yes. Bereaucrats are very much less responsible for the state of PDS in which it is in right now. It is the wrong policies and bad ministers who are responsible. Look bereauocrats do what they are told to do. They can not bypass the minister. If at all they try to do they are cornered very soon and are made to pay for it. It is the policies which are the responsible for the PDS failure.

This problem need more fundamental analysis. Our founding fathers decided on our political system to dicourage the cruelty of proletarian revolution the communism and the evils of capitalism. What they chose was Fabian socialism something which has similar objectives or they might have been influenced by Fabians ideas a millionaire in US.

Suppose when one walks into a building constrcted ofcourse with civil engineering science one finds that one looses balance. This is the manifestation of psychic phenomenon 'the neurosis'. This happens in all kinds of scientific products when one uses this. Why this happens is because the person who uses it is undertaking 'adaptive' behavior which is the root for Neurosis. Adapting against vagrancies of nature reason for scientific discoveries and implemenations of such.

So the nuerosis can be caused by adaptive behavior and the effects of which in a society can be mitigated only if citizen are facilitated welfare based environment. Nuerosis is one of the most painful of mental disorders and modern socities are desinged to reduce this in citizen-which can drive them insane or inefficient in work- by providing welfare environment.

Fabian socialism don't provide this welfare that it is paranoid to capitalism and communism. So our pds system are devoid of welfare and our environment as is similar and it reamin stagnant exposing our citizen to sever pain of nuerosis.
