in my perception its responsibility goes to our bad system bcoz  when a devolopment project comes or estimated to run before us the money goes to less and all the money has been encroached by our polticians and system members

Dear friend I suggest that for a debate you should have given the "yes" and "no" sides  more clearly. The major hurdle for the growth of infrastructure in india is lack of proper planning. There are huge demand for infrastructure projects in India but due to lack of proper planning only few are executed and remaining project are pending due to shortage money.
