Its a violation of bilateral treaty between both the countries. Such sporadic incidents have been happening for quite sometime, only in the recent case, the Government of India had taken cognizance of it due to the intervention of the Chief Minister of Tamil Nadu who had written to the Prime Minister - Action seen due to coalition compulsion!
