Yes, When a company reaches a certain stage in its growth, it may decide to issue stock, or go public, with an initial public offering (IPO). This may raise capital, to provide liquidity for the existing shareholders. And will reduce the price of equity, but is a risky investment.....

Yup.. the liquidity of that particular stock will increase and hence the over pricing comes down to certain extent. This indirectly gets more participants into the stock mkt who have always waited for more liquidity in that stock.

But i am not adding here more because it is one of the factor to reduce over pricing there are many other factors very long discussion. But yeah it will really help to minimize the over pricing risk for retail investor

India is well regulated and short capitalised market. There are very limited players in the markets and hence its a total virgin capital market. Minimum 25% liquidation of stake through IPO route can definately benefit the consumers/ retail investors and give the correct valuation of the companies. It will mainatain a good liquidity in stocks and money at exchanges. When there is a high demand with minimal stake sale less then 10% creates too much bubble in pricing, therfore burst !
