Will reduction of custom duty on imported crude to nil help in reduction of petrol prices?

Petroleum Federation of India (PETROFED) has recommended reduction of custom duty on imported crude to nil. It has also reccomanded 12 other changes so as to bring stabilization inthe system. Which includes notifying Aviation Turbine Fuel as declared good. But the basic question remains that any of these recommadations can reduce or atleast stabilize the petrol prices?

Budgets come and go but the prices just keep on hiking . Its useless to expect anything from our government. Prices may touch the sky still our PM would keep on saying "the situation is in control" !! Do we see any light of hope here? No..No..No...
