Yes it should be applied as the oil rich countries were hiking the prices so in order to keep a check on our own economy so as the prices do not rise to such a large extent this tax needs to be applied.

The price fluctuation are due to either manipulation ( read artificial ) supply and demand or simply hedge fund activity.

Now that the prices have gone unexpected low levels what should be done for this reversal of fortune.
