India has borrowed $9.3 billion from World Bank for the FY 10 to help insulate it's capital market from the global slowdown, to remove infrastructure constraints to high growth, and to continue delivering essential services.

India is at the top in borrowing from world bank where as China is at the bottom of the list($1.2 billion). But still China is growing more rapidly than India. So do you think that the money taken from world bank is actually being utilized for the providing essential services and development of infrastructure in the country?
