WPF is the better option. It renders the screen using vector-graphics, creating quality drawing/animation on every resolution.
This will, however, come at a cost. You need more processor-time and more gpu-time to create the screen. So in the case of very specific tasks, WPF could be like killing a fly with a sledgehammer. It works, but there can be better solutions.

Note that overhead of .NET 3.0 of which WCF and WPF are subsets) is large. So large in fact that it will not be incorporated into the .NET Compact Framework in which WPF would be a very good addition.

Yes i agree with WPF is huge and different. To me it offers the best of both worlds like, taking ideas from both traditional desktop development and the web and combines the two. It also then goes furtherand much further. So yes WPF is a better option for animations in Desktop applications.
