45 million is too small a number even for the urban population .....prices have a big role to play ..... bsnl which i suppose can do a lot more by providing broadband free of cost by default and then have a cost index after 100 mb of usage ........

Technologies that provide wiress broadband through cost effective set top boxes that even provide Television into the homes of masses is the solution. I have known of one such promoted by an enterprenuer in Bangalore.
