I believe that HR in a manufacturing concerns should have a knowledge about the process and working of the organisation. HR people should understand what is the company's business very clearly even before they set out to start any activity. If the HR has technical knowledge the he/she would be able to find a suitable candidate for that particular position in that organisation.

It is necessary to have Technical persons in the HR, but this also needs to be done with a different approach.

Engineers (having good communication skills & people approach) from the Manufacturing functions within the Organization should be picked up about 4 / 5 depending upon the Organization Scale.

They should be groomed on HR perspectives & its Nuances.

Then they should be put into different HR roles - Recruitment, Grievance Handling, Performance Management, Career Progression, Training & Development.

Organization should take care that these Professionals do not end up carrying mundane HR jobs but are allways engaged in bringing innovative & continual improvement into their area of working

Would probably measure up to you on your views Nikhil. Its a bonus or a luxury to have a techie background in additional to an HR degree at your disposal in your HR department with regard to implementation of thought and additional other processes to boost up the activity as such. However at the same time these are two reknowned educational degrees which are poles apart based on technological factors & human factors.

 Moreover one choosing a career right from his education would have a certain mindset, goal and certain comfort levels to achieve down the line in his or her own profession.

Yes, if one can talk in the same lingua as others it helps. I believe that they are better off with these functions in any manufacturing industry. Reasons are many. As these jobs requires interaction with other functions in any organization and an engineer can understand the big picture in a better way. He can understand the engineering process, formats, JDs, their terminology, and even suggest some good things to them so these people take him in a positive way.
He can also be good at trainings - Technical or other wise.
Even in other functions of HR like recruitment, he can be better than a non engineer. So best combination is Engineer + HR qualification. second question: "How non-engineers can face this challenge?"

As mentioned in my previous post, knowing the lingua of a field helps to communicate with other functional areas. Thus, a non-engineer keen on succeeding as a HR person needs to learn the lingua. (s)he does not have to become an expert but know how the others in the firm think and act.

Since,HR Department has concentrated itself only on implementation phase,that's why,technical hand plus hr knowledge is preferred.If we go through  HR System Creation and HR Policy Making,persons having technical or non-technical background cann't face problems because liberal ideas play a vital role during selection process....

An engineer can take on the role of a HR manager as he is aware of the work processes in the organisation.An engineer will be able to better interpret the problems faced by the employees in the organisation through his own experience as well as his interaction with his colleagues.This would enable him to relate and find apt solutions by keeping the issues in mind.This indeed would assist the organisation in bringing out an employee-welfare-oriented HR policy.

Yes, it happens. This is the best combination for a HR post, a engineer with HR qualifications in any manufacturing or technical process in any company. An engineer who have all the process knowledge of manufacturing etc. in detail, had hands-on experience of that work with HR qualifications can select the best talent for that post or required person for any job category in the process. He can easily judge the person that he is suitable  for that work or not. This is happening today in all companies and it gives good results for the company by hiring the best talent for required job category

Most definitely the HR team should consist people with backgrounds similar to the nature of work of the organisation. As it is only then that they can really understand and appreciate the ground realities and make the atmosphere more congenial for better productivity

HR should understand the business process and profile of the employees and most importantly the behavioral aspects of the employees. for which he should possess the HR skills compulsory but technical skills is not necessary. He has to understand the each and every behavior has to document it and uses such information while forming groups for achieving tasks of the company, and also he can use such information in case of inter departmental transfers in the organization so that the right person is posted at right place to achieve the given task by bringing coordination and motivation in the system. For which pure possessing HR skills are most important but not the technical skills. A common person can understand the business process when studied in such a case possession technical skill have no relevance hence not applicable.

It is not mandatory to have an engineering background. How ever it is quite advisable to have an engineer in HR. Normally an engineer would not sacrifice his carrier in HR unless it is highly paid and has flair in HR activities.

Yes, It is required to have engineers of the respective discipline and expertise in HR to recruit the candidates for any particular industry, or else it's like fishing in water, you may get the right one by luck, and not by your choice.

And this is the major mistake many corporates do; for recruiting new employees and also to evaluate and reward the existing employees.

HR goes by the figures (of the pay) not on the basis of the merits and value of the employee and his contribution to the organisation.
