Construction project scheduling is a topic that has received extensive research over a number of decades. I want to know what according to you guys is the best schedulling technique and why?

Please shed some light on this.......

Best Scheduling Technique - A Myth!!!

Scheduling Techniques however good and advanced/ sophisticated they are can't be determied as Best as the effectiveness of such schedules lies in the activities or work packages identified as well the completeness of the schedule to bind with the total project scope.

Also in practice it is noticed that all tools and techniques available in market / literature- CPM, PERT, CCPM, MS Project, Primavera all are good in only generating a base schedule and arriving at a project duration for client or top mgmt approvals.

These schedules once freezed on day one, it takes immense efforts to rebaseline the schedule,  once any changes to scope occurs. Any scope change is part and parcel of projects. Also defining how many activities is too much or too less is an art, which make life more miserable for schedulers. Further to this use of stringent interdependencies other that the straight forward finish - to - start is also not very partical indeed.

Mind you; all these scheduling techniques are good for planning, and they fail when it comes to monitoring and control.

Hence these schedules management efforts normally stops at the inital stages itslef, that is till the same is approved contractually after that these schedule just hang around at your office as a display piece/ monumental paper work.

Its hard to DIGEST but its TRUE FACT!!!!

If you don't believe in this MYTH, do visit your Project Managers Office or Project Conference Rooms and observe whats on the walls... :-)

Nitin is correct in many ways. What is the definition of "Best", who will define?Client or contractor? Normally a client is supreme and his dictation has to be followed. If he has a cash flow problem, and clarify accordingly, what is the use of construction in break-neck speed,working paying overtime?Client cannot pay. Similarly, I have seen in production plants, complete shutdown is not acceptable to the mill owner, it will stop supply, sales and revenue altogether.A huge workforce has no utility to finish the work faster. Hence scheduling is dependent on many factors and CPM does not have much role to play! Examples and issues are many to determine before scheduling.

I totally disagree with Nitin. If Primavera or (any CPM based software) is not working at your organization that is the problem of the organization or the group you are working with. I have planned and executed the project with extensive use of Primavera. I found it extremely useful both for planning and control. Note that I am talking for international project (outside India).

Most major construction projects, specially multi disciplinary industrial plant projects are managed using Primavera, which is basically a precedence networking software. Primavera has immense capabilities of scheduling and resource allocation and levelling. However, the complete capabilities of Primavera is hardly ever used by the planners. As the IIT Guwahati student said, the construction plan has to be kept updated on fortnightly basis, which, if done in Primavera, would give equally good control over the project, but it is hardly ever done. For less complicated projects, MS Project is a good enough tool, which works on the same principle. we have in the past managed multiple projects together in MS Project while working on the Ganga development Project in WB & Bihar. Q scheduling is an interesting concept, but quite simplistic in approach. This may be suitable to be used in parallel with Primavera to develop the detailed schedule of some parts of a complex project. However, Primavera is the scheduling / networking tool of choice for major projects as it can track the entire EPC (Engineering, Procurement & Construction) cycle effectively.

I use project management softwares like MS Project and Primaverra, and these softwares are very usefull tools for controliing  the duration and resources of the project. The roles of project programme are Link the tasks with relationships, track and record the progress, predict on completion, define the critical path,generate cash flow matrix and diagram, resource requirement and support to levell the resourses, helps to estimate the potential affect of each events on the project schedule, accordingly support the claims. As per FIDIC the monthly progress bill should be justified with updated project schedule.

I strongly believes on the ground of my experience that Project Mangement Softwares are great tools for all the Successive PMs.

planing based on some assumption if the assumption fails then the planing goe down but if your follwing all assumption or creat change (into the shedule)as per the actual

work flow then you get more accurrate seen for the construction industry dont go for the resource make your planning purly on cost basis it give very perfect cash flow & analysis of the work varrience on the base of assumption

planning goes down due to the coordination between execution people & planing people & estimation ,design people if you create a good communication into this all cells it is depending on planners experince and

communication skill

Mr. Anjaneyula there are many scheduling techniques but the process of construction planning and scheduling still presents problems and opportunities for improvement. We should concentrate on scheduling in terms of insuring the effective coordination of work and the attainment of project deadlines. According to me, the network model for representing project activities is an important conceptual and computational framework for planning and scheduling. Networks not only communicate the basic precedence relationships between activities, they also form the basis for most scheduling computations. As a practical matter, most project scheduling is performed with the critical path scheduling method, supplemented by heuristic procedures used in project crash analysis or resource constrained scheduling. Many commercial software programs are available to perform these tasks.

The need of the hour is much more flexible and complete representation of project information.....

Use of the Last Planner System

It is high time that the construction industries in India realize the importance of Lean Construction and especially the Last Planner System. Many  companies abroad who were on the brink of bankruptcy have found a new lease of life due to lean construction.

The traditional scheduling techniques like CPM and PERT can not handle uncertainties associated with construction activities and most of all majority of the construction delays occur because of inefficient or improper planning. Hence it is very neccessary to do planning every fortnight in order to have continuous work flow and also all people concerned with the execution should actively take part in it as they are the ones who will finally execute the project.

Ankit, there has to be an overall target and/or a criteria of approach first, otherwise how and what shall you plan fortnightly?There has to be an ideal objective first.Let client speak out or the circumstances determine what is or what should be the objective.

Primavera 6.1

I am doing scheduling ,resource planning and budgeting in P6.1.I had tried it with infrastructure and real estate both.Its a great tool.Once you have done with your plan,you can schedule it and fix the baseline.If afterwards there comes any change of scope i.e cost increase or duration increase.You can apply changes to the plan and reschedule it and fix the baseline which will be your target baseline.Then you can track the project with your target baseline.

Determing Time of Project

I have read all the comments written so far by various stalwarts in the field of Project Management but still I could not find the way or direction how to determine or frame the total time of projects.Instead of giving general comments and difficulties, I shall request all the Pandits to give their ideas from their experiences on HOW TO DETERMINE THE TIME OF CRITICAL PATH OF ACTIVITIES.

A consultant while submitting the DPR, has to tell the client what should be the appropriate time of completion of his proposed project.Let us not now discuss the difficulties project manager faces afterwards.

Please show me the steps in exact detail how to build the  time of activities.

Let the forum be a venue of learning for all from interactions and views of all.

Please note that Planning and scheduling are different. You are asking about the estmation at the planning stage which requires one to follow the planning process. This is what we are now teaching the planning engineers and it is not just a step by step procedure it is more about the knowledge in planning. The step by step process and procedures are in the form of a methodology that one has to follow.

I THINK BEST TECHNIQUE IS TO IDENTIFY THE WORK VOLUME BY PROPER FAST ESTIMATION AND ALSO THE RESOURCES AND THE DAILY TURNOUT  & QUALITY OF THE RESOURCES . THER RISK FACTOR AND THE LOGISTICS MATTERS ARE ALSO CONSIDERABLE.

I do not have fair idea of these soft wares as i have not used them,those who had a feel have expressed very clearly.To say the least, i am protagonist of using every new technology which helps in the progress rather than regress.In construction project , a person having bird's eye view wins hands down.

Use Critical Chain Method

Infact, as Nitin rightly pointed out no scheduling technique will work unless the same is regularly update. However, Critical Chain Method takes care of certain risks associated with a schedule and also handles the student's syndrome quite well. If the same can be integrated with quantitative Risk Management Techniques it is expected to work.

I use critical path method (CPM) for scheduling.Indeed I feel critical path scheduling as the only usable and practical scheduling procedure. Computer programs and algorithms for critical path scheduling are widely available and can efficiently handle projects with thousands of activities....

Recommended Practices

I see a lot of discussions and ideas on Planning and Scheduling, but fail to understand why very few refer to global recommended practises and also talk about Cost engineering.  I will request each planning engineer in the construction industry in India to refer to cost engineering as a framework where in the practices of Planning and scheduling are considered as an important part.

I will say that we will have to consider the recommended practices within the Total Cost Framework to see the scheduling techniques and tools and also about the concepts of planning and scheduling..

It has been found that Project Owners/PMCs either on pressure from various sources or by mistake sets a time period for construction works without looking into all angles and uncertainities. Factors like unusual weather, local issues, political issues, logistic problems, manpower availibility, avaiibility of materials etc are never considered. Contractors on the seek of getting the jobs and to maintain good relations blindly accepts all the conditions available in the contract and when these problems landed, the Owner/PMC smartly answers that those issues needed to be handled by the Contractor. Definatly the contractor will handle but ultimately it requires time for resolution. Thats the reason why almost all projects runs behind schedule and even the catch-up plans fails to achieve. In my opinion, Owners should frame the duration on realistic basis so that the Contractor can complete the project without delay from their end. The prime motive of project schedulling is to complete the job within a stipulated time frame on an approved budget. Many projects have failed even though MS-projects and Primevera are used and therefore the computation of time should be done properly.

There are plenty of methods available but non of them are sucessfull in practical life as the targets must be achivable. your dependency is over the men power which will work as he wish, that will be the time required to finish the activity.So all schedulling methods are just for top managment and to display on board.
