The 15-year-old four-storey building, which housed 200 people, caved in at around 8.15 pm on Monday in the congested Lalita Park area of Laxmi Nagar. Nearly 65 are dead and more than 80 are injured. And this is not the first time that we are seeing this sort of collapse its a regular thing in Delhi and Mumbai where recently buildings have been collapsed. And there are also reports suggesting that there were no pillars at all for this four storey building and it was just walls, and also during the monsoon water seeped in basement and it was not removed and it went into the foundation, which resulted in caving inn of the building which lead to so many deaths.

And all this because of Building irregularities.... so how can we stop these building irregularities??

I mean this should be considered as a cold blood murder of 65 people, its not just accident, 15 year old building cant just collapse like this, there will be some irregularities, and even officials would have given a passe with so much of corruption, The builders who have built such damp squibs all over India should be taken to task you never know a building can collapse due to various factors, and a 4 storey building with no pillars how far it will go. It had to collapse some or other time, but taking builders to task and punishing them severly will send right message to other builders so that there are no more irregularities in future.

Every othe rperson is greedy including the builder. the greed results in voilating the building bye-law and also using inferior quality construction material to make more profits. Igonarent customers pay for the sins commited by teh developer/builder. That's why we have created a machinery and a set of tools for them use to control such activities. That being the case it is necessary to put the entire blame on the Government machinery only. They need to be punished for their lapses. If we dont do it then why should we have them and pay salaries to them, when they are not doing their job properly.

The excess profit motive of the builder leads to such man made disasters. Besides punishment to the builder, the officials related should also be taken to task. It is high time to check the condition of all other buildings constructed near by.

Pragya ji Iagree to your idea such persons should not be spared . law shpud take some stern action aginst those people, It's equivalent to un intentional murder. there must an amendment in law to punish such guilty ones.

Awareness & Knowing the Rights

These building irregularities can be controlled by making awareness. Many people are not aware of the physical fitness of their apartments. Be it the natural calamity which effects slowly or the ignorance of the builder or the error made by builder just to get some bucks at the life of his structure & thus making people homeless. People have to take their voice to the media for securing their children’s future. Awareness & Knowing Your Rights can help many other people to go against their builder’s bad doing & making their future sheltered.

Blame is with the City and Municipal Authorities

The builder is not the only one involved in giving very poor quality buildings (He is one part, probably the major part of the problem). There are many others involved too. This includes the City Development / Municipal authorities in our cities as well as the politicians. 

While many builders would like to give a good quality product to their customer they are unable to do so because they have shell away their hard earned profit (made in the previous projects) as bribe to the city’s civic and development officials in order to get all the permits and approvals for their latest project. This shrinks their profit and hence many tend flout the rules as also their quality.

Each and every day, these city development and municipal offices see one of the largest bribe flow that occurs in any organization. In order to save money and increase his profit the builder flouts the norms and also goes ahead with bad planning and execution of the work and the concerned authorities turn a blind eye to these because they are again and again paid by the builder. These bribe amounts reaches the rulers (politicians) too who in-turn do their bit to keep the rules very slack so that everyone gets away with these crimes.

Until the system governing the Land and Building are made transparent and user friendly, these would continue. Land and building records must be computerised and must be viewable by everyone. Strict and Quick Action RTI Act must be specially implemented for the Development and Municipal offices so that the builder as well as the public get the information on why the approvals have been denied for projects.

In delhi there are so many unauthorised buildings which have been regularised by Govt.for their political gains. Every one knows that everywhere unauthorised construction going on but no one bother.The owner of such buildings do not consult for structural design every thing is going in consultation with the mason or bar binders. If such things happens, the collapses will going on.

Punish the neighbours who are keeping quiet about irregularities.

Building irregularities mean constructing more area with out leaving front, back and side setbacks and voilating coverage and FSI as provided in Loacl building byelaws. In addition the licensing Authorities issue comencement permision without verifying wether the contractor has obtained all necessary poermisions and approved drawings and adequate infrastructure to construct the building and protect the environment. They also give occupancy certificates without actually inspecting the building about its fitness to occupy and constructed in accordance with the permisions obtained and as per Plans. All these voilations takes place at the behest of the greedy local corporator/ peoples representatives and with the cooperation of the concerned Engineers and Licensing Aouthorities. In some cases future ocupiers of buildings are willingly cooperate and pay a price to the people in power to allow them to construct the building voilaating all norms because every one of them want to have whatever more built up area that can be allowed as per law or voilating the law. In some States governments in power have come out with schemes to make such illegal constructions legal by collecting fines from voilators and the Governmetn has become richer by such act. The real effected people are the neighbours: The neighbour lost light and ventilation to his building because of voilation in the adjoning building. Result of Voilation is there are more pople living on that road and thus more cars and two wheelers making the road as parking place or foot path as extended parking place. More pollution and traffic jams in the area. Even though it is the neighbour always getting effected by such voilations it is he who keeps quiet because he thinks either he has no fighhting power or there is no use fighting or he thinks it is not his responsibility to fight to prevent such voilations. I feel only way you can wake up the fighting spirit in him is to punish him for not bringing such volations to the notice of all concerned and not physically preventing the voilators and punishing the official and the local representatives for their roles in such voilations. We have seen in this country courts do not give any meaningful justice in such cases in a reasonable time frame. If you file a case against the voilators, Voilators will file falls cases against you and drag you to courts for preventing him to construct or any other reason. So in a country where Coruption is increasing and our ranking as failed Nation has increasing every year is there any solution to such problem other than willing to fight in streets and instead of welcoming a slow death or shortend life span caused by pollution, improper light and ventilation caused by such voilations?

A Builder or a local authority is not only responsible for construction. The following should be studied/investigated before coming to a final conclusion; 1. Soil Investigation report prepared by Soil Experts. 2. Structural Design prepared by Structural Consultants. (whether correct or not) 3. Execution correctness- whether the construction was done as per drawings or not 4. Quality control in Concrete- whether the acceptance is per code or not 5. Quality control in Rebars. 6. Present live load in the building.

Though the building is 15 years old .But there are town planing rules since long. But there is no proper aplication of rules beacuse of corruption in govt dept.First the govt peoples and pliticians must be chargesheeted in mass. If they would have been strict, such type of unauthorised things could not come in to existance.
