Corrupt practices are robing the developing nations as much as USD 40 billion annually, even a fraction of which can fund treatment of over 6 lakh AIDS people, according to the World Bank.

An official of the World Bank said assets to the tune of around USD 40 billion are lost to corrupt practices, including bribery and misappropriation of funds, in the developing countries annually.

It is estimated that USD 20-40 billion every year is stolen from the developing countries. Only just about USD 5 billion of such funds have been recovered in the past 15 years. The amount recovered is much less than what has been stolen.

So, how  can we get it back??

Countries Should Take Responsibility

idea posted by shilpa yadav Associate/Sr. Associate -(NonTechnical), Hindustan Thompson Associates

Nations should realize that this is a very big crisis & if it is not stopped then soon it will eat up the whole nation itself. The problem should be eradicated when it is at its nascent stage & steps should be taken to check its further growth. Countries should come together & support the initiative by United Nations.

Counties should focus on the development of the whole nation not the development of individual bank balances.

developing nations should take initiative to curb all corrupt practices and the money they are receiving should be used to support the nation to develop tupto the level of developed nations .World bank should also have watch on corrupt practices and it should try to avoid these practices

Thanks for referring Ms.Shilpa Yadhav.

Corruption is the biggest disease in our country, which rules every nook and corner. There is no medicine for this like AIDS. Well, the countries should take responsibility, but who is running the country again the corrupted political system and how they will take responsibility?

The more desire/greedy gives birth for corruption and in our country with money one can do anything. The judicial system has also been corrupted and as a result the culprits/criminals are escaped through corruption with the help of loopholes in the laws. The list of examples will go further and there is no need to explain here since everybody knows about it.

Then what is the remedy for this. The answer will be similar to the Lords Krishna's VAMANA AVATAR. Now He has to take another avatar, the KALKI.

The strict vigilence and punishment will never help. The public, politicians, and the bureaucrats should understand the evil of corruption and unless there is no change in mind, the corruption can not be eradicated.

corruption occurs because we allow others to corrupt our government. i laugh who says our economy is down because of corrupt politicians, police, army, officers. now the question arouses were they were doing this before and why this so started. and you think very precise you find that it is all because of us as we let them do this in front of our eyes and we dont hesitate. if you put this question some people will say that i am gandian follower and gandhi says dont see evil. but what behind this morale i think no one thaught deeply. see no evil means to see no evil and this can be acheived if we raise our voice against evil practices. ultimately our country run on our shoulders and to make a country strong we should bew strong.

Strict VIGIL & Even stricter Punishment

idea posted by Ravindra Sharma Managing Consultant, CHEF-India

Yes, this is a truth.

Many countries remain developing and are forever prevented from becoming developed or take much longer, thanks to this ever continuing drain on resources.

Better participation- better vigil and severe punishment to make an example out of each case is a necessity for all such countries. Yet, If the citizens continue to remain indifferent all they can possibly add is enhanced miseries to their own lives asides making it all the more difficult for future generations.

Thanks again for invite Shilpa,

I endorse your point "Countries should take responsibility" yet the should may never change into would.

So a very concerted and vigorous movement is required at all levels where everyone starts with himself and around.

Hello Shilpa, Government alone cannot do everything. People in the head of the Organisation can control this to certain extent. If Head itself is weak then corruption practices increases at all level. Government and Media should Honor the efficient and honest person in any field.

Do you think candidates for election for Parliament and assembly spends lots of money to build nation or to help the citizens? Every one are selfish to make their goal. As long as this continues, corruption will never end. Let us wait for Jesus's rule or the golden age to come. "Krishna nee vegane varo "

THE TEAM’S TENURE

13

Each team’s tenure will be for 1 year after which it would be disbanded and the members resume their regular activities.

14

The team members cannot become a part of any other team for at least 5 years from the date of disbandment. However, once they have performed their duties and their team has been disbanded, they can act as consultants for other teams.

15

After its one year tenure is over, the particular team is to be disbanded and the members will not become a part of another “Corruption Prevention Team” for another 5 years. Hence, the team would be motivated to catch as many corrupt persons as possible within its tenure.

THE TRAIL AND PUNISHMENT

16

All corrupt officials caught by the team can only be tried by special fast track courts set up by the Supreme Court. Only specially trained lawyers can take up and argue the cases for both sides.

17

Once found guilty (within 3 months after capture), the corrupt officials will be dismissed, his/her assets (including his blood relative’s assets) confiscated and they be imprisoned in severe labor camps for long periods. After all they are murderers of democracy and civil society.

The Reward for the team

18

The team members Should be given, as REWARD, 50% of the amount that is confiscated. They will also get another 40% on all the other assets and wealth of the bribe taker that will be attached by the government. This would also include ancestral properties and gifts received for wedding and other functions.

If they catch a person taking 1 lakh bribe, then they get to share Rs. 50000. Also the corrupt person’s assets are seized and 40% given to the team as bonus.

19

The team can also nominate a person to the post of the corrupt official.

As people are money crazy, they would run down as many as corrupt officials as possible within the 1 year tenure of their team. Well, within a few years there would not be any corrupt persons in this country.

well in yours specified suggestion the reward is the best way to invite people to become members of this team because no one will work for free.

The bane of corruption is th utility of  promissory notes or currency. This should be stopped.Instead commodity exchanged  based economy should be the acceptable norms.Alternatively, accept corruption as an integral part of economy.

Corruption becomes quite obvious ... no body can stop this ... yes up to some extent you can reduce this... so what should be the corrective action ...

LET THEM DO IT .... FOR A TIME ... DO NOT STOP THEM .....

Now what will hapeen if we do not stop them ... nothing ..... money like energy ... neither can be created nor can be destryoed .... it will come again in circulation and help the people in other way....

At least we can find out whose are the culprits ....

Because no body can hide the pool of money ... it depends on their capacity .....

Make the system more flexible and vigilent ... for taking care of this most vulnerable issue ... CORRUPTION

How so ever hard rules you may design. How so ever hard punishment you may incorparate in your punishment Acts. If a person is greedy and self centered he wil out ways and means to by pass those rules and punishment Acts. It has to come from within. In Indian context the things which govern US will not work. You have to find your own solution as your problems are unique. We shall try to shun these two and other self destructive habits of people. If we can follow feng shui, we can eat Thai food, Ape the west and do all the which are not taught to you. I do not thing we can not shun ideas which are self destructive in nature like the one mentioned above and create a good society for everyone to live at peace. Ideas wanted.

This shocking declaration goes against the grain of past announcements of economic health and growth. What did we fail to see it before? What happened to our plan to become a developed nation? A few weeks ago an economics professor from LSC (London School of Economics) said that we How were we lulled into such smugness by our previous leaders? What happened to all that oil money? I realise that these statements are designed to shock and condition Indians to accept the removal of subsidies and other belt-tightening measures. But the government must accept that Indians have become cynical about government expenditure. Are we spending our money wisely? Are the checks against corruption good enough? Can we stem the flow and waste caused by the leakages? The country will not become bankrupt because of subsidies, but will become one because of corrupt lead Can the government force the toll operators not to raise tolls without using public funds to compensate them? Do they need to make obscene profits every year when increased traffic will more than compensate them This is a government which robs the poor to give to the rich. Big corporations cannot be touched while the man in the street is a soft target to be clobbered again and again. Why ask the public to accept subsidy removal while the big corporations laugh all the way to the bank?

PUBLIC VIGILANTIES TEAMS (Not Government Vigilance Teams) TO CATCH THE BRIBE TAKER

The Question – “HOW TO GET IT BACK?”

This is what the government must do. They must form “Corruption Prevention Teams” (CPT) to fight this menace. These Vigilantes must be given all powers to nab the culprits.

THE TEAM

1

These CPTs will have around 5 to 7 people. One member must be from the media. Thousands of such CPTs have to be formed all over India.

2

The team members can be various strata of the society and doing different work. There will be team members who are Farmers, Mechanic, Plumber, White Colored Worker, Government Employee, Police, Business Man, Army Man, etc. The wider the range the better it would be.

3

The task of these CPTs is to catch corrupt (bribe taker) individuals in our country.

4

The CPT must be allowed to use any specialized consultants towards performing their duties. These consultants may also be a part of that particular CPT and can also act as consultants for other CPTs.

5

Inter CPT communication and information exchange can be encouraged.

6

The members of the CPT can be recruited by open advertisement and standard process.

7

The only criterion must be that they must be educated up to at least 10th standard. However the team leader and deputy leaders must at least be graduates.

POWERS FOR THE TEAM

8

These teams should be given extraordinary powers. More powers must be given to them than given to the police, CID, CBI, Magistrate, etc. They must have powers to get the police directly under their control.

9

They must be directly under the Supreme Court. Special overseeing and controlling panels have to be formed by the Supreme Court and the teams shall report only to these.

10

Proper all round training be provided to the team members prior to the beginning the CTT work.

11

The team has to be given powers to go after anyone, including the Judges, Ministers, CM and PM in our country. They can even go after IT evaders and people who hoard unaccounted money, grains, etc.

12

The team members must be given special protection by specialized commando force (like Black Cats).

It is a known fact corruption is wide spread world over. There are variuos measures taken to control it, but each system brings along with new corrupt practices. The system we follow, rules, regualtions, etc are such taht it gives room for corrupt practices.no amount of regulatory system is going to end it. But if each one of us decide not to give bribe, not to bend to such practices then slowly and gradually the system will die by itself.
