What type of citizen are you a Thu-Thu kumar(one who spits in public), a Su-Su kumar(one who urinates in public) or a  Poly auntie (who throws plastic bags or garbage in public).  

Surprised! Even I found out what was this all about, but then later on came to know that this is the new campaign(clean the city) run in Delhi by the MCD(Municipal corporation Delhi) to drive civic sense in the capital on the eve of Commonwealth games that will be here very shortly, so the MCD officials are making sure that the city is most presentable to all when they arrive for Commonwealth games.


Elaborating on the campaign, Delhi Mayor Kanwar Sain said, "We have prepared 600 signboards with messages related to cleanliness. These will be displayed to educate people." While the hoardings and signboards have already been put up at over 600 strategic locations, the second part of the campaign on television and radio will be launched within a month, the mayor said. The campaign will ask people not to urinate and spit in public and not to throw garbage in the open.

I know people will be embarrassed on many occassions when they come across these scenes in public. So people, how would you bring this sort of civic sense among people in your city? share your views as the ideas given by you can be used, and bring change among people.

I think this campaign is a really good one with the catchy slogans like Thu-Thu kumar, su-su kumar and poly auntie, these ads on tv and hoardings not only embarrass them but also makes them think and rectify them, I also remember a similar kind of campaign during elections the Pappu campaign which was a huge success, so this is one way how we can bring civic sense among people, and will surely bring change according to me.

Wow, really nice issue here kavita, I really liked the  title of this Idea contest the Dirty Kumars, good one. Yes the only way we can bring this kind of civic sense is by embarrassing them, and some punishment of sorts, if not people don't budge for anything, and not only in delhi, we need to run this campaign all across the country, And make people aware regarding cleanliness.  Thanks for the referral, a really good one.

Public needs to develop civic sense about it but equally responsible is our govt. which does not provide urinals/toilets at various places.Even if they are there they are in such a mess that stepping in would make one faint right there.In such a case personal health takes front before any civic sense,whether its me or you.

This is a very important subject and involves changing the attitude of the people in general. We have to take action in more than one direction. The major drawback is that our officials and politicians do not interact with people in a positive manner. For example, a Panchayat President can bring about a vast change in the attitude of the villagers, if he has enthusiasm and initiative.

Secondly, the government and local bodies should provide facilities. In the absence of facilities, how can we expect the people to behave differently? In western countries enough rest room facilities are available and the people easily make use of them. In India, even public places like Bus stand, Railway stations, Schools where people meet in large numbers do not have enough facilities. Once in a railway station, I looked for rest room. At the far end of the station, there was one; and it had not been maintained properly. After having walked for more than a furlong, I had to return urgently, actually running.

And after providing facilities, suitable rules should be framed and implemented. Stiff fines would go a long way to change the attitude of the people.

It has to be mix of both. If we go in to the past when Metro Train first started in Delhi, people were doing all kind of nonsense, but slowly they have learned. Public involvement along with government efforts was the primary reason for it.

Now the civilizing issue, strangely enough the need to civilize Delhi has been felt only when it is to be presented to the outside world during the 2010 Commonwealth Games. Logically speaking, if there were no commonwealth Games, there would be no need to civilize the capital. Further, cleanliness is not essential for a civilized, cultured and healthy living; it is to be acquired only because it is to be shown to the world.

Civilizing Delhi is a good objective, though for wrong reasons. The economic progress is however inversely matched by the cultural deterioration and paucity of civic sense. This is amply demonstrated by the citizens of the metropolis who sully the face of Delhi by spitting, urinating and defecating indiscriminately everywhere.

The MCD intends to enforce the civic sense by imposing prohibitive on-the-spot- fines upon the habitual offenders of the civic laws.
 
It is deploying 1,000 sanitary inspectors and magistrates. It also proposes to enlist the cooperation of the private agencies to fine the violators. "We might outsource the project as it is done in Mumbai and share the fine money with the private players.”

So its more of “Naye tarike Jeb Bharne ke”.

I agree with u Shuili. Cleanliness has been taught from pre school days but till today no one follows it or they just ignore it. And this reason of creating awareness only bcoz the world is gonna come does not make sense. So once the games are over, Delhiites are free to do the same, is it? Same here in Mumbai, if being clean is only to show others it becomes the cleaning of skin only not of your inner self values.

I agree with what Shiuli has come up with, just tell them on to their face, no second thoughts about it, and please make the place look so clean that the person thinks more  than twice before indulging in a su-su or a thu-thu. And people should they themselves consciously not try to do these things, and later expect others to not do it.

I would say most of the people use those place/wall(s) which looks dirty or those corner isolated place where usually people throw waste. Therefore, we should first keep the places clean by implenmenting particular rules (like penalties, imprisonment.. ) Also the walls which are isolated and kinds, must be painted with good pictures, give them lively looks so that people feel sad before using them. There should also be strict rules saying those found red handed would be behind the bars for 24 hrs and also fined to certain extent.... Thank you, Manish N.

In Chennai where ever there has been defacing of Wall by urine and spit,the wall is white washed

and images of god has done wonders,similar thing can be replicated else where.But instead of so much publicity on Aids  through media newspapers and govt.bodies similar missionary zeal has to be taken up and clippings of neat and clean hygienic cities may be shown,and award be created for best maintained cities,town or villages this can happen only by active participation by the public through govt.

Agreed Mr.Manish!!, People tend to do such activities where they find dirt or unclean enviroment. If there is good infrastructure even people feels themself shame before doing such things. As i thing i want to add is that gov must setup some mobile or handheld toilets etc which cost them small, as in china or other well established economies...

I mean no harsh measures, but putting them a fine for what they did, and Metropolitan authorities should fine them when they are found in such act, I don't how much effective will be this punishment, as some one has also suggested that one day in prison would do them good and will never repeat such acts in future. So punishment is one such thing which will make them think twice before doing anything. Nice contest Kavitha,,, thanks for the referral.

I consider prarthana's idea of fining those people. But before fining they we Should make sure that whether are there any public toilets near by the place.

Before imposing fine govt should provide people public toilets in the ares where people usually gather a lot.

Because of non availablility of thse basic thing su su kumars donig the mistaks they are not able to control and in mean time they dont have any option.
