In my opinion no application solves project, programm and
portfolio management for you if you do not have the right people,
procedures, attitude in your organization to manage these aspects
accordingly. BUT YES, SAP has software, SAP Solution Manager, which
helps you to manage projects and even programs. I am not sure it is
suitable for portfolio management and no I do not think it suites IT
governance. If you need IT governance, think you could check the best
pratice models of ASL, BiSL and ITIL.
