What are the most effective security technology and electronic devices that building owners, architects, and engineers should consider when planning new construction and renovation of commercial and institutional facilities?

Resilience is more important

I'm pushing for the term "Resilience", rather than "Security" because we are now responsible for so many other things other than just security. (Health and welfare, anti-terror designs, risk management, Business Continuity and Disaster Recovery, Workplace Violence, etc.) And we have to do it all without hindering the business operations we are charged with protecting.

Top five techs for us (in my opinion):

1) CPTED
2) RFID
3) Biometrics (we're doing a HUGE palm geometry project)
4) IP Video
5) Risk Management Systems/Case Management Systems

Video surveillance is one of them. Technology now goes fully digital as regards recorders, with a strong trend toward so called IP cameras. (These cameras deliver a digitized, compressed image flow via an Ethernet-based local area network). Wireless cameras are appearing, removing the need for cabling.

General Technologies

1. Converged Logical & Physical Access Control (Including Necessary cabling infrastructure and expansion planning)
2. Video Analytics & CCTV- IP based.
3. Building Entry System (Again Converged onto network)-Auditable (could be door entry, optical turnstiles, or badging station)
4. Perimeter Detection & Fencing/Barrier Gates
5. RFID & Detection Devices (Metal, Chemical etc.)

These are all general technologies- recommending the devices is more application/environment specific. Planning is the key to successful deployments, and is often lax in security. Having the systems' Power Distribution and Cabling laid out correctly is crucial. IT must be heavily consulted for integrating with HR Systems (especially in High turn-over environments), planning device placement in Data Rooms, and for Bandwidth Consumption planning - especially for Video, and for getting the right information to the right entities throughout the enterprise.
