Individual carrying the mobile device has a right to privacy and should be protected from SPAM; further, considering that every unwanted message received may incur expenses on the receiver's end and clutters the device and its memory with 'garbage'.

I think privacy is the reason that prevents spreading of advertising through mobile. Advertising through mobile is not like broadcasting where you broadcast something and it is upto individual to tune into that broadcast just like add through TV, Radio, Hoarding etc.
In the case of mobile Advertisers target customer is direct individual person. I think before advertising anything they require permission from individual otherwise it will be like entering in a bedroom of a person without knocking the door.
That's the reason there are some companies that provides montery benefit to accept advertisement through mobile. One of the website is www.mGinger.com where you get paid for accepting advertisement.

Technical limitations of the devices. As people have pointed out elsewhere, you have a variety of devices to consider, including the iPhone, a dozen or more standard cell phones, LBS devices, Blackberries, handheld PCs, etc. Running and ad network across these devices makes existing ad serving technology look like the work of toddlers.

I agree with Mr. Navneet. Running and ad network across these devices makes existing ad serving technology look like the work of toddlers. Cell phones have still lot to develop for many advertisements. These limitations are preventing the spread of advertising through mobile devices.

Unlike TVs and computers with ever increasing screen sizes, the size of mobile phone screens will always remain small. Every millimeter of space on that screen is valuable. So, where to squeeze some ad space without encroaching on content and irritating the user? I think this will be the biggest factor preventing the spread of advertising on the mobile phones.

Since the mobile phone has become the primary technological interface between individuals and their social and personal interaction, the government at large has recognized that access to this interface has to be regulated and protected from abuse, to some degree.
