In the recent days, we have seen a lot of cases where Indian sites are getting attacked by foreign hackers. Mainly from China and Pakistan. More dangerous than that of terrorism whereas, we Indians, in spite of being the largest pool if IT engineers are not able to reply their attacks by our  by young Indian Techies who have shown their remarkable talents in the field of Information technology.

So, I would like to ask the users in this platform, How can government promote cyber security?

Motivate young hackers

Government should use young hackers to increase the cyber security of India. A hacker very well knows the loopholes in a network. He can keep a check in these loopholes and prevent the unauthorised access of unwanted users in the network and can increase India's cyber security. Government can also use these hackers for spying in the network of Pakistan and China and be aware of any kind of mischief being planned by them against our country. Their innovative ideas should be taken care and they should be motivated to use as many security techniques possible as they can use...........

Yes promoting new young hacker sounds good... but govt. can also male the laws bit strict for this matter.... punishments and fines.. to be charged from the accusing country govt. and other stuff like that....can also slow down such activities on the internet

Increasing Internet police services

Government should increase Internet police services so who keep a check on the activities going on the Indian websites 24X7. These people will always get to know if any illegal access is going on and can provide enough proofs against a country which is promoting these activities.

DHS has launched what it calls a “Cyber Challenge” competition to elicit ideas from the public about ways to raise public awareness about the need for enhanced cyber-security.

Proposals, which are due to DHS by April 30, should take into account the following factors:

  • Teamwork;
  • Ability to quantify the distribution method;
  • Ability to quantify the receipt of message;
  • Solution may under no circumstance create spam;
  • Use of Web 2.0 technology;
  • Feedback mechanism;
  • List building;
  • Privacy protection;
  • Repeatability;
  • Transparency;
  • Message.

“As we develop strategies and messages that will resonate with various groups, we want the benefit of your ideas on how you would get the word out to your colleagues, or your friends, or your parents and children,” said a message posted on the DHS Web site. “This competition will gather and share publicly the best, most creative ideas for making the public more cyber secure, cyber smart, and cyber assured.”

Cyber Security government enacting LAW to regulate information flow

Cyber Security government  enacting LAW to enforce information flow:

I would like to draw an analogy between ROAD TRAFFIC and Police officer to regulate it to Cyber security and CYBER POLICE to monitor it. It is high time India has to evolve an Indonet instead of internet for all transactions where source and clients are Indians. Accordingly, all Indian companies who are concerned about their and their customer information security have to HOST their SERVERS in India on this Indonet by LAW. The Indonet can selectively be connected  to Internet through a highly secure GATEWAY there by monitoring  outside intruders  as much like CITY POLICE MONITORING  entry ,exit routes  regularly .This strategy will restrict  the security breeches  and any violation can be pin pointed to the origin and  punished accordingly

   Motivate young hackers i.e. Government or web site promoters  have to set up several team & they need to work on hacking the web site based on the result web sites need to increase the internet securities police & promote the cyber-security.

Constitutionalizing cyber laws

Its high time for Govt of India to constitutionalize the cyber laws, with the help of cyber security experts. There should be seperate courts to deal with cyber security related cases. Law courses should have specializations on cyber security. Govt of India should also ensure that the critical portals are difficult to hack by continuously monitoring and improving the security with the help of ethical hackers. Govt of India should continuously promote the awareness on cyber security with help of media educating common people.

unique thinking and unique approach

It was unique thinking and unique approach that introduced viruses in IT.  It was non-recognition that sparked virus writing.  It is the wrong recognition of hackers that made these people help hacking.  Terrorists are freinds of none.  So are the hackers.  The industry should try thinking without the hackers.  To catch a theif, police need not employ thieves. It may be a strategy to do like this.  THINKING WAYS APART IS NEEDED.  LUCRATIVE JOBS IN THIS ARENA WITHOUT PROPER ETHICAL BACKGROUND SOMETIMES PROMPTS HACKERS TO CHANGE SIDES. 

As Hacking is a profession, anti-hacking should also be a profession.  Putting oneself in the shoes of a hacker may help initially.  In the long run, it is better to develop anti-hacking tools with top secreacy maintained will leave criminal hackers unaware of the anti-hacking measures. 

In one sense, hacking, corrupting with viruses, filling troajans in the network, etc are no less than weaponed-terror strikes against an organisation or a nation itself!

If software or web developers are appointed in governmnent organisations or a new department started for that these attacks will be reduced. Moreover these persons will get a good employment which is challenging also. Support for such moves has been less in the government side. This should definitely be improved.

Policy Guidelines

Government can do nothing much to "promote cyber security" if prople do not co-operate.

It has got a department of Information Technology, and a CERT-IN. CERT-IN is the Indian "offshoot" of the International CERT - Computer Emergency Reaction Team. The Government has issued a set of Policy guidelines in the form of Draft Security Policies.

Further Security Policies are also available on various websites like sans.org, NIST etc. Security Standards are available. ALL this is in PUBLIC DOMAIN.

Security begins at home. YOU have to have a security policy for all internet activities, Endpoint Security for devices - pen-drives etc.You also have to have a proper patch management Policy to keep your OS AV and other applications like Office, Adobe etc. uptodate.

The Government - any Government can only ASSIST, It can laydown some policies for Government Divisions. It can, by its IT Security Officer and Compliance Officer try and enforce these policies in their Departments. It cannot enforce the same on the rest of the (Indian) Public. It is up to you. Proper sensitisation of all employees is required right from the top down.
