We find that RTO the root of most of the  traffic problems in india.

Licenceto drive is issued without training

Licence for vehicle is issued without proper checking

Laden vehicles are not regulated for carring correct loads and having correct dimensions

Passenger Public transport permits are given on whims and fancies

Check for Road worthiness of vehicles never done  etc etc

Dubai Police for example have a credence for strict enforcement on issue of Drivers licence,Road traffic Management,and adherence to Monitor the training of all Types of Drivers

If we entrust the RTO's responsibilities for control and assurance ,stremline it  for hand over it would be a step forward on managing Indian traffic sense to considerable degree

Meanwhile parallely the RTO can be revamped and fresh Blood infused to carry on the purpose for which the external agency was hired.

Pls ideate

Your views are always welcome and thats why I posted this ideate.I am open to any type of discussion on subjects that interests me

 I am happy that The subject has created an interest in you to air your views.the point  was to get out the readers views which can be of use to some policy makers who may come across this discussion in the internet.Since there is no system as referendum on any policy in india the discussed matters  may ,I repeat may hopefully be pondered by some

I will be referring  and would like to elicit  and follow thru your points .And I don’t take offence on anything its my nature As I said earlier I like to debate and that’s it

Your name confused me a little.  I agree with your suggestion that we can take system inputs from experts - whether Dubai Police or Mossad or infosis or even individuals.  This will be a value add.

Now that you have clarified that we are supposed to idiate on this but not debate (Did I actually start a debate?!), I would just place my thoughts on this platform in the form of some loud thinking.  

In Karnataka, an e-governance initiative is called "Nemmadi" (means Solace/comfort).  These are e-governance kiosks and the task is entrusted to a private organisation.  Take for instance a person wants to receive an income certificate.  All he needs to do is to fill a form and drop at Nemmadi centre.  He can return after say, 15 days to collect his income certificate.  Very laudable. 

Practically, however, every day - in each centre around 1500 people visit and ask for income certificate.  The process runs thus : The centre has to forward the application to the concerned revenue inspector who will in turn visit the place of the applicant and make enquiries.  On being satisfied, he will certify the income and later on, the application reaches the same nemmadi centre.  The software is developed in such a way that at every stage, it records the progress. 

A facililty has become a nightmare.  With so many people crowding the place, there is no nemmadi for those who work there nor for those who visit there.  Mistakes and complaints galore occur every day and no one is happy.  The point i am making is that the number is a big drawback. 

Now to ideate...  We should come out of certification/licenses etc.  Training at every level should be made compulsory.  We must encourage non-corrupt people.  We must allow politicians to make money openly - let them invest their money openly and earn.  More earnings they do let us applaud them. Whoever - even government officials - have money and enterprise, they could be allowed to start productive activities of course without jeopardizing their official duties. 

Use technology extensively.

If a mistake occurs, penalties could be severe.  But to receive a permit/license, do not make it difficult. 

Collect indirect information to correlate.  Record all human activity - whatever a person does inteligently update database (ask google how to do it!). 

Finally, a person will become so transparent that underhand dealings will come down drastically.

I just entered what came to my mind.  Forgive me if it displays lack of focus.  I apologies if I have wasted time of the reader!

Sham, There are instances and ideas wherein such hiring is done for specific areas, like Mossad for our Security services.. I don’t think it is something below dignity or so to take such assistance for a better condition ,we don’t bequeath any authority to a foreign agency, it is ready made system inputs which can be used . We are seeing this unscientific way of working of RTO, the govt cannot rein the dept since it is deep in corruption along w/it so such drastic steps may help .In my opinion gradual is slow and seeing from childhood it is getting no better.Moreover it is my idea only and I don’t hold on that it is the best. That’s the reason I have put it under ideate and not debate I am very well a resident of Karnataka FYI….hope it puts to rest speculations….
