Most of the scientific research in developed countries is performed by companies (not by the goverment). Maybe that is the main difference between developed and developing countries. |

Motivating companies is great Idea. Many companies r invwesting in R&D. First of the breed of scientists should be encouraged by Govt and public as well.
A company runs on profits. If the company gets convinced that the particular scientist can deliver then only he will invest for that we have to manufacture scientists who can be utilised.
Those who gets phd should be made to stay in India and should be provided necessary inputs which they r getting in other countries.
State and central govts should allot funds once they take off companies will take them.
As we facilitate cricket players let us facilitate scientists also.
R&D is a major part of Engineering, Pharma, Health Care etc. It is the backbone for validating a product to be reay for Marketing and Selling.
Its these corporates who should take the initiative and get the department going. I completely believe in what Mr. Gonzalez says here!

Govt . on its part should give specific amount aslife long income as special pension sothat he is encouraged to do research work .depending upon his contribution it should be enhanced. Industry should come forward to sponsor seientists related to their field. NGOs and public should participate in recognising the talent and help them. It also helps in retaining budding scientist who are doing R&D in India. |

I strongly feel that if Government support whole-heartedly (and it is only from such support that bright Scientific / Technology Minds can put their ideas to work / implement) the bright scientists can come back ... Private support is very much non-existent and it is here that Government bodies can support bright ideas; Also, I know about a fellow engineer who had beautiful ideas in this field and who died recently frustrated because of lack of private or Govt support ... !

Indian origin scientists may return home, if the Government makes attractive offers to undertake research in science. Bureaucracy and politics were the dithering factors for the Indian scientists to return home. We should give a lot of autonomy from bureaucracy, from red tape and from local politics so that they (Indian origin scientists) can come. What they like to do is science. Since there was too much of bureaucracy and intervention of local politics in India, many scientists of Indian origin living especially in the West were reluctant to come. Indian government should take cue from its Chinese counterpart, which had recently launched a scheme to bring back Chinese scientists settled abroad. India should be made attractive enough then they will continue to do good science while being in India. Then many of them might return. I think people, who come back to India will have strong personal ties, but they don't have the facilities. |

It will be difficult for the ones who has established themselves in other countries to return to India. However, I believe if the government should grant them duty free concessions to take their personal stuff to India along with added benefits like housing facilities, open research centres, etc...this may entice them to return once they are willing to do so.

apart from monetary benefits ,if scientist could be made to form "project teams " that can integrate various research works as per requirement .other than that ,universities can prove to be aid as they can involve students in same pursuits and inputs from faculties in research work .if a networking ground can be provided to them to interact,or share ideas regarding there projects.for instance it would be interesting to see facebook ,or myspace for researchers oor scientist only . |

We all must understand why these scientists go out, and eliminate as many rasons as possible from the list. 1. Lack of infrastructure to pursue their research 2. Too much bureaucracy 3. Financial institutions Volunteer to offer hassel free investments for the scientists 4. Create options for survival, if their experiments fail 5. Provide a mechanism that minimises nepotism, and brings out the best out of the lot 6. Provide stable & peaceful environment without raising Dhrnas, unproductive discussions, riots etc on the new ideas these scientists come up with. There has to be a sophisticated way to evaluate the new ideas. 7. Provide political stability, certainity and uninterrupted essential services in life - Food, cloth, residence, water, electricity, gas, communication, health, commuting facilities, education 8. Avoid ridiculing when experiments fail
