Mandatory deputation of safety officers at each construction site.Every construction company should recruit the safety officers who look after the safety of the labourers and the property,they should be well trained and should be dynamic

Now a days its very complusory that every project should have its own safety officer who can educate everyone their about safety measures.
Appointment of safety officers should be mandatory. Proper equipments should also be present at site for first aid purposes.
Mr.olurunyomi i completely agree with you. As we know there is a saying that "prevention is better than cure". So appointing a safety officer would ensure that whatever the preventions that are need to be taken before starting the work have been taken and would also ensure non wastage of materials and no destruction of equipments by preventing the mishaps.

Present generation are very SAFETY CONSCIOUS. No organization wants to face LITIGATION and SOCIAL THREATS on account of any MISHAPS in their PROJECT. Various Measures and Techniques are available to ensure SAFETY at WORK Premises... BUT all the Efforts and Expectations to ensure SAFETY shall go invain, provided the required BUDGET is not allocated to support SAFETY ACTIVITIES at PROJECT. |

It is unfortunate that all the companies want a safer site, but do not have budgetary allocations towards creating safe site. Quite often it is observed there are safety wardens & officers more to officiate for the statutory requirements. Often there are no safety zones created, no compulsory codes & officers to implement the same and the project managers are comfortable not having them as the argument goes that the safety hinders the work progress. All expected is that the administration officers have to "take care" if the accidents happen, accidents keep happening and they cannot be avoided. Let us all remember "IF YOU TAKE ALL STEPS TO STOP EVEN THE SMALL INCIDENTS (WHICH ARE INDICATORS), ACCIDENTS CAN BE PREVENTED." Which requires more qualified & trained safety officers, regular trainings, tool box meetings, safety zones etc., Obviously till all start understanding, production will have slight set back, which in-turn means more if allocations are provided in the start this will be accounted too. MOST REQUIRED IS ALLOCATION IN THE PROJECT BUDGET & ALL EFFORTS NOT TO DISTURB THE ALLOCATED BUDGET TO SAFETY.
Yes, it's true that a contractor is ultimately doing any job on profitable terms. A short sighted approach towards this gain results in such accidents. A certain percentage should be fixed contractually as incentive for 'No Accidents" and simultaneously penalty should be imposed for it's occurrence. For the success of any project, it has to be a team work. Hence KRA of the supervisory staff should include the safety/accidental factors. Basically following healthy construction practices will surely avoid mishaps at site.

Safety is a primal requirements in the constructional sites. To avoid any mishap in the site we have to adopt strict safety measures and very important is strict implimenting of it. regular checking, as per safety manual, safety report analisation, to check regular implimentation measures will definetly decreases the mis hap or the risks in the construction site. |

totally agree with you, everybody has security measures in place, but there is no strict implementation, so strict implementation is what is required at the construction site..

I feel Training is the most effective preventive method to avoid accidents. The accidents are possible at workplace but can be avoided with more attention to safety regulations. Effective training programme and safety measures should be part of procedures at the site. Like include training each workman working at elevated platforms above 6 feet height & the features should include equipping body belts, harnesses, lanyards and their attachments and component parts such as rope grabbing devices and lifelines.....

All Employees must be aware of Accidents occurong and possible ways of accidents ,based on their work experience but as a safety officer It is his job to make them realise the way of Injury he can face at his place .It is the duty of safety officer who is solely resposnsible for the site safety like he must maintain good housekeping because a neat and tidy workplace is must for all.
Awareness is the best way to increase safety at worksite. Effective training and safety measures will help in this.
I do agree that it is necessary the training programmes for the work force,supervisors .Particularly this training should be based on experience about the routine simple mistakes leads to accidents.This can be avoided by educating the labourers for taking some precautions and using of safety aids which saves thier lives.But ultimately if safety manager is employed for it he will take care of it.This is common and very important position in corporate sectors. The same can be adopted in construction industries. But in small projects it is expensive to employ a safety manager. In that case the project manager himself take the responsibility of giving any sort of vigilence for safety and also guide the labourers to give awareness about thier own safety.

Why is safety officer or manager required?
Just to remind site execution staff that some thing is going wrong as per their self designed and self approved procedures ( of course these are approved world wide) and you need to correct this now.
Should I say that they are like police men. " Follow the law or you are behind the bars ( in our case sacked)". Why cant we have site execution team which is well trained in safety procedures and give them enough space and time to implement them themselves.
Question is how can site execution team do this without safety officer ( who comes with 6 months training and 10+2 certificate to show you the path). Answer is there off course.
First is recurit good staff. example is L&T Ltd.
In L&T if you dont have first class degree or diploma you can be employed. Tis is Fantastic
Second in L&T your role and responsibility is fully assigned as per you experience years.
A candidate with 2 years + NICMAR can not be your boss if you are graduate with 5 years experience.
While as in most of other compinies it is otherwise reverse.
Third is , Train execution stafff fully for safety standards required and give them enough budget to make it happen.
It is no use for safety officer to say put railings,safety belts, helmets,safety shoes,hard barrications,gate passes, competency certificates, approved scaffoldings etc if you dont have money in your pockets to purchase all these. " A certified competent welder is costlier than the one who does not have it"
Last is pressure for productivity only by bosses. You should ask for safety and quality first and talk about whether the activity is completed or not. The questions like " why this is not done today can not help".So train bosses in asking" why hand railing is not on this slab, complete the hand railing and then go for casting slabs at height"
In short Keep time and money for safety, and believe me safety will come automatically.

well i do agree with all ladies and gentlemen, but my personal experience at various sites is the safety training provided is not up to the mark, please no offence this is general statement, the main reason is the labour who are not educated but they have the skill. even if you train them in their own language most of the time they will have some thing on ther mind, so at site the safety officer has to be alert and keep check at each and every critical and accident prone area well equipped with cell phone, walkie talkie and a camera and most important a whistle to alert and make sure that people are aware of his presence, site supervisors, site engineerings should be held responsible for any safety lapse and shud his name be displayed next to the site photo clearly showing safety lapse. helmets safety belts are mandatory but at many places it is ignored. so the safety officer has to be deputed at every site within the project limit. |

1. The Cause of Metro accident has been declared by Mr. E. shridhran was Design fault !!! If it is design fault then whole Metro line column having similar cantilever is susceptible to similar kind of accident as there is replication of design in similar kind of structure. Second was poor quality of concrete or poor curing. Again if there is concrete failure then the accident would have not been abrupt rather sufficient warning would have been given by the structure itself by ductility of reinforcement. Which is again not the case. 2.Poor safety management for which Mr. Molanga has been demobilised. Again designing does not come under the scope of safety management however in future it may cover the scope too. Also he is a safety officer of international repute.

First of all Worksite analysis should be done like identifying all hazards by conducting baseline worksite surveys for safety and health and periodic comprehensive update surveys. Then schedule regular site safety and health inspections, so that new or previously missed hazards and failures in hazard controls are identified. And then describe how "imminent danger" situations are reported by employees and handled by management. Also see the video below it may look fun this what happens many a times.....

For any project at the planning state job risk analsis has to be undertaken for each task . Which would mean all the hazards pertaining to the job are categorizes in to three categories a) Eliminate b) Minimise c) Isolate Every near misses should be recorded. Work Safety should be looked as the prime responsibility of the project manager at the site. Regular tool box meetings should be held to make person working on siet aware of hazards on the job. Appointing a safety officer would never make our sites safe. Site safety is the key job responsibilty of everyone working on site. Site safe card or course should undertaken for every person working on site which has to be refreshed on regular basis.

Safety has no place in Construction Industry unless it is entrusted to Qualified and competent safety officers with committment. It is equally pertinent to have the reporting structure of the organisation directly linked to the higher management who encourage and understand the benefits of safe practices within the organisation. Largely, in the country safety is compromised alongwith quality with the connivance of corrupt officials. As the saying goes, Construction is synonymous with Corruption. So, is the lack of will power to tackle it in the right earnest. To my experience, any measure to improve the quality of the built environment has a substantial effect on the improvement of safety of the personnel involved. Health, Safety, Security and Environment can take the top priority setting when the whole team is educated on the importance of all these aspects. Safety on Construction sites need to be monitored by suitable local government bodies with strict authority lines to order stoppage of works during violation of safety norms. Checkmating corruption should be another area to explore in order to contain the unsafe practices. |

Safety must be the integral part of the project management,to be internalized by all the project engineers,supervisors,workmen,vendors,client,etc.First of all, it should be thought from Human angle as this is our moral responsibility to protect each and every human being associated with the project directly or indirectly, including associated society.Secondly,the attention must be paid to the legal and contractual aspects.And,last but not the least,the economic approach which can't be neglected either.Every mishap has got huge bearing on cost, and on time lost due to accident. We need to strive hard to work towards safety education among all the entities in a project in these angles aiming to have zero accident. |

The National Building Code of India (NBC), a comprehensive building Code, is a national instrument providing guidelines for regulating the building construction activities across the country. It serves as a Model Code for adoption by all agencies involved in building construction works be they Public Works Departments, other government construction departments, local bodies or private construction agencies. The Code mainly contains administrative regulations, development control rules and general building requirements; fire safety requirements; stipulations regarding materials, structural design and construction (including safety); and building and plumbing services.
The Code was first published in 1970 at the instance of Planning Commission and then revised in 1983. Thereafter three major amendments were issued, two in 1987 and the third in 1997.
Considering a series of further developments in the field of building construction including the lessons learnt in the aftermath of number of natural calamities like devastating earthquakes and super cyclones witnessed by the country, a Project for comprehensive revision of NBC was taken up under the aegis of National Building Code Sectional Committee, CED 46 of BIS and its 18 expert Panels; involving as many as 400 experts. As a culmination of the Project, the revised NBC has now been brought out as National Building Code of India 2005 (NBC 2005).
The comprehensive NBC 2005 contains 11 Parts some of which are further divided into Sections totalling 26 chapters (see Annex 1). The salient features of the revised NBC (see Annex 2) include, apart from other changes made, the changes specially in regard to further enhancing our response to meet the challenges posed by natural calamities and reflecting the state-of-the-art and contemporary applicable international practices.

Mere appointment of Safety Officers,wearing of PPEs and display slogan will not prevent mishaps at site. The site should develop a safety plan and work according to it. Further special attention should be given during working at heights, proper barricading at excavated and duct areas, proper lighting of sites, proper installation and periodical checking of electrical and mechanical devices and training to the machine operators plus adequate knowledge on work procedures. Also adequate no of safety stewards should be appointed who inspects the site on regular basis.

Safety Officers should NOT Report to Production Manager. Give him the power to stop construction/production if there is a "problem", prevent employees from entering the premises (say if helmet or safety gear not worn. Then make him also accountable for accidents that happen inspite of his rules

Most of the accidents at site are mainly due to lack of requisite imgination and thus the inability to over look what might go wrong. Our society is not really conscious about the safety and immediate efforts should be initiated to promote safety culture which should be started from the home and schools. Usually the project budget does not have sufficient fund to allocate for safetey measures. |

Construction is basically an unorganised sector having Majority less educated.It is therefore necessary to educate the less literate and also the supervisory staff on the proper use of themselves and the machinery/equipments and proper use of PPE.
This ofcourse shouls be ongoing and regular to instill in everybodys mind the necessity and importance of Safety procedures and the importance of their lives.
Unless it is instilled in each induvidual Enforcemnt may not succeed

The construction Industry has moved a long way. The concept is not monitoring or maintaining vigilance. The new concept is safety assurance by not allowing unsafe activity at site of construction at all. For example – No labour should be allowed in the site without proper safety gears No machinery should be allowed to work beyond it’s permissible capacity No machinery should be allowed to work without a certificate of fitness from the maintenance team etc. |

No amount of sermonising or policing will bring about any qualitatative change in the unsafe environment at a construction site without the active support of the supervisors and managers diretly controlling the operations. It all boils down to undersanidng that an unsafe environment has the potential of bringing the work to a standstill by the workers who lose their friends and thereby cause loss of productivity and money.
The underlying idea is to prevent unsafe conditions and unsafe practices from being followed.
Usually the most effective means is to impose deterrent fines on the erring sub contractors nd contractors to prevent recurrence of unsafe practices.

Safe work procedure, Risk assessment, JSA, etc. All of these on its own play a significant role in controlling mishaps or untoward incident at Construction site. I agree with many that a safety officer should be appointed but we should also analyse whether the top management gives him due consideration and respect towards his potential HSE implementations.
I fail to understand why majority of us think that appointing the Safety officer will avoid Incident at site!! Now I would like to ask you all: How many of us have Appointed Safety officers in our areas of work and how many of you think that only safety officer is responsible for all the incidents that has happened? My point is if, appointing a Safety officer is going to avoid incidents then, you must be also saying that he is responsible for all the incidents happening at site because he is appointed to avoid any mishaps. IS IT RIGHT TO BLAME THE ONLY SAFETY OFFICER for the negligence and ignorance of the supervisors in the project? The Safety officer cannot be in all the places of activity all the time it is the supervisors and the site engineers who should be briefing the work force regarding the Hazards involved in the relevant task and correct any shortcomings. The Safety Officer ensures compliance to Safe work procedure, compliance to local legislative and standards, conduct training, awareness, drills, regular site, plant & machineries inspections. My statement is: effective implementation of all the safety measure, positive safety culture and right attitude towards Safety aspects by the Project Team and a very strong commitment by the senior management personnel by defining clear responsibility and accountability of the individual towards SAFETY will contribute a lot towards avoiding untoward incidents at Projects. |

Proactive measures like putting net across the building to prevent mishaps at site due to slipping or unbalance should be considered and also covering regular safety training, safety inspection and safety audit at project sites.

We find that on sites safety measures are taken only before any high profile visit or before audit. it must not be like that. All engineers and subcontractors co-ordinated action is necessary.when the works involved crowd , major equipments and large forces. its wel organised. |

In addition to educating the feild worker/engineer there are some point.Design of temporary work for errecting desired structure should be done with safety factor of 1.5/2 atleast without economising budget factor to avoid any disater which may cause life of some one and also the justice to image of whole engineer society.No sortcut method should be allowed at any cost.It may cause slow the work initially but final out come will be efficient/fast.
