For any big event, the organisers should plan in advance depending upon the expected participants, profile of targeted audience,viz., children, parents, elders, literates, illiterates, etc., planning for multiple eating outlets for various categories, thereby avoiding rush to a particular outlet, well barricaded exits, parking lots, sufficient security men to guide the participants, and above all, guided announcements to help the participants.

By way of proper Planning the movement of crowd, assembly points and exit points Make use of maximum sign boards for effective control (i.e use of Local/ region languages along with Sign language) Carefully planning & Providing enough facilities such as Snacks outlets, drinking water and sanitation etc in such manner so as crowd gathering is avoided Makeing proper arrangements for Sound and hiring professional announcers who can announce messages in various languages with a clear voice to people Avoiding VIP Visits from common public entrances, By Requesting people to move in queues and maintain calm and peace If possible and financially viable, then make use of technology by issuing tickets for appointments for Darshan etc for example Shri Tirupati Balaji darshan Formation of Crisis management team and equipe them to handle any kind of crisis and coordinate with various security agencies and trust authorities

i thought both "Advance planning" and "Better crowd Maanagment" are required for the prevent a stampede because if you plan in advance then u can betterly manage the crowd by there required and satisfaction like proper exit allowance, guidence of route through voluntries and not allowing the drunkers with proper checking and security.
