I think the most dramatic way technology has changed recruiting is by expanding the talent pool. The sheer volume of candidates has changed the way recruiters interact with job candidates. Although technology seems to have sped up the process by helping companies find more candidates, online submissions and ATS's have only cut cycle time. Due to the high number of resume submissions a recruiter receives, identifying top candidates has in fact become more labor intensive. So they use many tool to filter the resumes and select the candiate.

Interesting question kirti. According to me the technology has helped to save the time of the recruiting process. Earlier the talent pool was small and the use of technogy was also not effective, but today there is a huge growth in the availability of talent. So to tackle this talent pool we should use the tools available for the recruiting process, which helps us to save time and also to manage the talent pool efficiently.
