I think estimators must compile and analyze data on all of the factors that can influence costs-such as materials, labor, location, and special machinery requirements, including computer hardware and software, then they should prepare time-phase charts and learning curves to specifically analyze the above factors for cost reduction in materials. and estimator also calculate the standard labor hours necessary to produce a specified number of units and then identify areas where checks can be applied resulting in significant time and labor reductions, this makes unique and pure solutions........

You need a good information management or Construction ERP to collect or analyse productivity of all resources so that plan vs actual or plan vs revised or even estimate to complete the balance work can htouhtfully controlled  inside a  band of revised cost. in my view mostly Today's Construction mangers mainly busy with resource colle ction and time to complete the complete the in absence of good configured Construction ERP

To manage cost, first you have to use an MIS which tracks and depicts the cost booked in the project as on date, accurately and in details under various cost heads freezed by your management for monitoring purposes.

Forecasting and other management techniques shall be of no use if the cost booked figure in hand in not accurate enough to make decisions effectively.

Hence it goes with the saying that, "If you know and understand your past well then you shall be in a position to rightly predict the future course".

Looking at the past then decide about future is one process. But more accurate control come from Information system or  Constructiob ERP you are using have been thoughtfully configured to throw alert for future while you are carrying your resource allocation and usage.

1) If Wastage of manpower and machinery working hours and Materials is eliminated almost 15 - 20 % of cost can be controlled.

2) Sticking to the latest drawings, quality norms and supervising the works to avoid repetition of works.

THE PROJECTS ARE CONCEIVED WITH THE HANDSOME RATE OF RETURN.IF THE PERIOD OF GESTATION IS ESTIMATED TO BE INCREASED DUE TO UNFORESEEN CIRCUMSTANCES,THEN BREAK-EVEN POINT IS PROPOSED.UNDER NO CIRCUMSTANCES THE PROPOSAL DECIDED ON NEGATIVE NOTES.SUCH PROJECTS ARE CAPITAL INTENSIVE AND TO PRESERVE THE CAPITAL BECOMES THE FIRST PRIORITY.IN MY VIEW,THE PROJECT SHOULD BE SPREAD OVER PERIOD OF TIME AND FUNDS ALLOCATED ACCORDINGLY.THE FUNDS PROPOSED TO BE INVESTED SHOULD BE DEPOSITED WITH THE BANK WHERE IT WILL EARN INTEREST.THE CASH FLOW SHOULD BE SO REGULATED SO THAT FUNDS RELEASED ARE IN PROPORTION TO THE PHYSICAL PROGRESS ACHIEVED.

eliminate wastage

Before we talk of accounting systems and processes, we need to as a country need to learn to eliminate wastage. I have been involved in 3 construction projects - 1 factory + 2 houses - and the degree of wastage i see is appaling. Bricks, cement, steel are all wasted. 

I am told - i am neither a civil engineer nor a promoter nor a contractor only a poor being who elected to invest his money - that there is as much as 20% + of wastage (i dont know how correct this estimate is)  in our construction methods. 

A single flat costs Rs.40 lacs to build in a city now....20% is 8 lacs.....why cant we first do this before we talk of other things.

Project Owners should hire an independent professional and unbiased Cost Consultant, who has no conflict of interest, to overview the cost of the project from inception through to completion of the final account...
