"37% poors". This single number has got India’s policymakers wringing their hands in agony. It could add at least Rs 1 lakh crore ($ 22 billion) to their estimated bill for providing food grains to the poor under the proposed food security law. It could throw out all the assumptions upon which they had formulated social security schemes for years.

It could make a lot of targets and achievements of various development plans look off the mark. The number is the latest estimate of the poverty ratio in the country and is a full 10 percentage points higher than what was previously believed. But there is a bigger problem. We just don’t know who these 37 percent of the people are.

So users, how do you think can we know the real poors in India?

Calculate annual income

In my view, we should first calculate the total annual income of the people / Number of people in the family. Then, we should classify the minimum expenses in their region. If the result of the calculation is lesser then they are below poverty. Not shouldn't consider the caste and religion. We did a lot for minority by reservations and job precedences.. They are not of same as they were before independence. Do a fair census. All collectors should responsible in each district to get this...

I guess this is far easier than fixing the oil cap by BP if executed with passion!

You can come to know it by their behavior.They are really poor & can easily identified by their poor face .

I am in total agreement with Sudip on his idea. In addition to total census which will contain all the details like annual income of a perticular house hold irrespective of caste or creed then one will know the acyual nimber of people requires food security and now the UID work in progress which will also help in determining the actal no of people needs food security.

At the same time it looks rediculas when you see food items are rotting at the warehouse. Food Minister should do a good job about this not cricket off course

They should really take a census in addition to calculating income. I also agree with Sudeep and S. Baalu. They should have a group created to go out and find these people, help them and interact with the poor in the different neighborhoods, cities, towns etc…. It may take some time but it is doable. There should be more done for the poor to help them get on their feet and live a better life.

well, its very simple, have you seen British and American documentary makers looking for slums in India? Just call them and ask, they find out all the poor areas and people in India and show them off in their documentaries saying India is Poor. (or ask the director of Slumdog Millionaire)

 

tell those people, that when they THOUGHT the recession is going on, India is booming up with projects.

anyways, just a thought.

If even conducting Census is not a serious activity and if slashing UID budget is a priority for FM and no one knows the right figures obviously the first body that ought be disbanded is "Planning Commission".

Without a reason, logic or basis any planning is meaningless you may agree.
