e-civil means the use of artificial intelligence (AI) or software programmes in discharging the functions of civil servants. This makes use of zero-touch technology (ZTT), or technology that does not involve human intervention.

 

We does not require either league tables or depressing newspaper reports to tell us that the Indian bureaucracy is passing through its gravest crisis since Independence. The vast majority of the civil service stands demoralized today due to faulty recruitment, unfair promotion policies, biased performance assessment, unsympathetic transfer and posting policies and, above all, political interference. To make our country free from all these and to give better service to the people we need to to implement e-civil services in India. But what are the ways to implement this?

India already has the world’s fourth largest population of Internet users. It deserves e-civil service in its own right. In order to implement effective e-civil services, policy makers should have a policy dictating the direction of the country in terms of e-civil services. This can be achieved if the policy initiatives include educating the public in internet skills; at the same time, implementing a nationwide broadband network that will allow the delivery of multimedia applications and services.

I agree with my friend Sumitra because almost everyone in India know about internet but they are not aware of AI (artificial intelligence). So we should conduct awareness among the people and educate them about the functioning of e-civil. Once people become aware of e-civil it is easy to implement.

It is best implemented first & educated later (kinda drastic but necessary).

If otherwise, the waiting period for implementation and acceptance of change will be just too long and very well dissipate the spirit, efforts & importance/significance - leading to abandonment due to de-motivation and what not!

Further, The scope for e-civil services should and will be much broader, which will call in itself to be thought about and planned for in phases of execution.

Government (more preferably - collaborating with other professional players / corporates) should draft the policies & the project plan along with the execution plan. (A Special task force to be setup per se - with veterans from various walks of the state & corporates! The need for involving other departments (dependencies & inter-dependencies, jurisdictions et. al.) will explode in no time!)

This way it is faster & will lead to more mutual benefits for the implementaors & the policy makers. When it is implemented faster, it is finally beneficial for all the public!

Let the government in its initiative as a first step decide that all transactions that requires with the public and government departments are moved towards cashless settlement basis. This will increase forced dependence on the system practices also will increase the reach of technology.

I think, to implement e-civil service in India, we must start from the scratch by having a change in management mechnaism and providing training to our civil servents in information and communication technologies. Civil service reform must be approached as part of an introduction of Government 2.0. Civil Servents must be changed to take into account the changing environment

In my opinion, our indian government requires a change in their hardware too, e-civil services will not be implemented completed with the exsisting infra what they have now.  Then they need to educate our exsisting civil servents across india or they may replace the civil servents with new manpower slowly.  They can fix a basic educational qualification to work in e-civil service department.  There will not be political interferences during the implementation..  It should be pure government activity.

e-civil Services - What I understand by this is that the services otherwise provided by the civil servants across the spectrum of government - local, state & central to be made in an e-way, i.e. in the digitised form.

The first pre-requisite for this is to have the basic data (what we call as master data) of all entities involved digitised. since initaiting such a hige task on a one time basis is a mammoth task, digitising the basic data should be initaited as a special service for the citizen on a decetralised mode, a service of enrolling the citizen to the digital service repository.

Post which the services which can ensure the update of this basic data can be initiated and additional socio-economic data captured in the process.

Next the indirect or other socio-economic services can be provided.

Given the fact the government services are document based, the information content of each service is very high and hence the possibility of converting the service to e-service is also very high. The challenge lies in the management and maintenance of the Digital component, since the capacity within the government is very poor. Which almost necessiatates the PPP mode for such services, to ensure sustainability.

Every civil employee should have a desktop with multi-tiered security system which will use smart card/password and biometric device to access. The physical movement of files to replaced with e files. The transactions that take place in any government should be tracked by ERP like system.The boss will know all the status of pending files. The individual civilian whose file is under processing should be able track it every day. With UID going to be ready we do lot a lot better

If all govt departments become computerised,then the country will need atleast 5 million PCs and army software service professional to service them. This will add to employment of hardware and software skill oriented people.

E-services should be given in a new format. not lengthy red tape burecracy should help e-service. it should be given instantly. technology should be used like e-mails, fax and they should be used with legal & authentical logos or whatever the govt proposes. the system should be foul proof and not delayed in conveying messages. in today's world day's & hours have very grave effect on a decision. So,it should be fast, and should reach to the grassroot. the policies should not be left to burecracy & politcal leaders & parties to be politicised.

A large population in India is still Computer Illiterate. We should keep this fact in our mind before implementing e-civil services or e-governance. In my view, it should implemented in steps. First of all, Unique Indentification Card, which the Govt is supposed to launch by 2010 or 2011, be launched properly and in a systematic way. Cleverly linking the use this card may produce comuter litracy in public. Only after taking confidence of common man in India, we may be able to implement e-civil services.

e-services as a concept is slowly picking up. Application for pasport, specific government information, birth and death cerificates... are being made available. But e-services are yet to cover all aspect of our social life. In course of time e-education could cover all aspects of life, which will make life a lot more corruptioncfree and faster.

Contraints&viability in light of necessaty in India context.

India is country of multi-language & munti ethnic/tribes people.Our constitution stipulates laws & procedures.But we need human legislature body to implement/enforce them.There is always need to give specifically treatment that is case-dependent on conscious basis of people involved/affected.One can not mechanically implement crucial e-civil services.We can reference have document & apprising & audit records of implantation in line with courts.
