I think this would be the major bottleneck at times where the contractor doesn't perform the way he should do and for that there might be various reasons like may be the cost of materials suddenly increased and there might problem in Land aquisition deals like, there might be delay in the deals and finally the contractors not taking the complete incharge of the work and this results in poor performance and if this area is checked properly then we can improve on the Highway construction..

i am fully agree with this idea becouse contractors wants there work quickly so there performance never cames right but in that case our consultants who are consulting the contractor takes moneys to shut there mouths thats not good
Land aquisition is major problem, every piece of land has its own queries and is constitutionaly right, project delayed. Contractors who tendering the project must access these type of problems and quote their rate. To be transperent is not only the role of Government or authority, but role of contractors too, to be transperent. Highways projects passed in various terrain and area and at every kilometer there is different situation, and required special attention on each chain. Totalling all these, sound and capable contractors perform poor.

Due to corruption only 50% is used for works and thus output if kept 100% then quality of works reduces to % below accordingly. |

But difference in corruption in India and developed world is
In Developed world they do corruption but do work as well
But In India GOVT will take part in corruption and wont work
only 5 PAISA is utilised in every 1 rupee.
After going through the news in full the 1lac crore of money shall not be available for roads only,its max part for the other rural developement and also the provision is for only thoads where no land is to be acqired,
Rural roads presently have no provision for land acquisition,for maintenance of road no acquisition is to be done,
I have the deep knowledge of these from 1970.

Delhi Metro is a clasic case wherein the project was completed in record time inspite of numerous public & social issues. One thing that went right was the INTENT of the govt to commission it on time. On other hand there are many other examples wherein the projects have been delayed considerably resulting in cost escalation by thousands of crores. Accordingly the effective utilisation of capital come down. |

Ways may always be aplenty leading to sanity as also chaos. What one wants to choose is important and here it is shocking when an entire setup fails for petty self interests.
Yes you are right Mr. Santosh, even there is a similar kind of problem in Banglore regarding metro due to price escalation the cost has shot up by hundreds of crores and even the project completion was due to 2011 now its delayed to 2012.

Whatever roads and highways are built,no maintenance is there for them.Funds alloted for the highways will go into pockets of someone else.When there is insufficient fund,how govt. will do that much which they have promised.Bcause they cant ask for more,so what they will do,keep quiet .Thats why 6 months work will continue till 6 years. |

I am not agreeing with you. Honestly speaking contractor is responsible 80% to 90% for the whole thing due to their irresponsible attitude towards complete the work, there are number of excuses to save the contractors as well as said by all of you but ground reality of their poor performance are due to poor management, having more interest in profit in every item, diverting cash, poor coordination & cooperation between their staff, dictatorships & falls ego among senior staff, frequent change of staff, toxic and unworkable condition due to dirty politics & backbiting…………………………….. etc
When it rains all the birds occupy shelter, but Eagles alone avoid the rain by flying above the clouds. Problem is common to all but ATTITUDE makes the difference, choice is yours.

Well i have seen that everyone is blaming the contractors, land owners, government, and other authorities.. BUT do you people look the other way round..??? do you think that all the drivers both LMV/HGV are following the right road rules and regulations and im sure that you all know the answers very well.. So i would again say that UNLESS AND UNTIL EACH AND EVERY INDIVIUAL CHANGES HIS/HER MIND SET AND START WORKING / PARTICIPATING WHOLE HEARTEDLY INDIA WILL NOT RISE..!!! So people STOP COMPLAINNIG START ACTING..!!! |

along with the problems like budget allocation, land aquisition, poor quality of contractors and yes curruption one more aspect is important that newly constructed roads are getting detoriated / damaged soon, this is due to poor planning. As every one knows that the road is constructed as per it's carrying capacity and it has been studied and planned keeping future trafic load in mind, otherwise like every year most of the fund allocated for construction of new roads get diverted for repairs of the old road and due to the poor quality and many other reasons we know well is wasted and this is a never ending story. The best way is to plan well keeping in mind the traffic load atleast for 25 years ahead then only it'll work out. |

Some points are basic: Developmennt of Technology, Improvement in Market, strategy of Infrastructure Development is progressive, Govt. policy and the guide lines are not keeping pace with these. Management and Planning in constrution project is not implemented effectively, cause is public work. Some latest examples we seen India is that projects had been complete befor time limit and most of them are PPP. Now, it is proved, where there is will there is way.
For any failure, the resons are plenty.
When we have to Start a Massive Programme,
"How to go about it " "How to achive it" should be decided first.
The present systems and Organisational setup, its attitude, Mindset may not give results. Without Overhauling the present systems, we cannot achive any tangible results any further with this failed system.
Now the present minister is considering this aspect in the begining itself.
This is a good omen. But we have to see how he could bring the change that would give results.
The infrastructure stectors are in serious problems now. This should be understood and accepted first.
Mear slogans and unachivable expectations, targets may not give results.
There are Land acquitision problems, Poor Project Management Problems, Cash floww problems, Sub, Sub, Sub contracting problems, Inefficency problems, Greed of the Contractors, Claims, Political Problems, Regional feeling problems, Absence of Quick Despute resolution Mechanism, Skilled Manpower deficiency,
If we list them, there will be 100 Problems. But to find a system to address all these problem is a Two Trillion $ Question

I view that Indian Road Engineers ,Contractors and consultants have produced better roads conforming the international standards when comes to national highways. The people were averse to long journeys on bus and bus journeys were relatively shorter preivously.But nowadays the long bus tours from chennai to howra and the like are as effective as Train jouneys:faster;more comfortable and enjoyable.The public and transport owners are happy to pay toll tax because they enjoy comfort and speed. With the prevailing BOT contracts: NHAI Contractor Consultant team has been very effective and Government has taken wise decision to invest more money in road transport. I add that this is investment should be and is like any other capitalist institution. I am sure it will reap rich dividends. Sofar the land acquisitions are concerned, I agree that there are lots of hinderances and lot of time is wasted in litigation.Instead of settling the public with some one time compensation the public should be invited as stakeholder and share holder by forming the land owners corporations for a paticular stretch of the National Highway by allowing the devidend to reach the land owners as honoroium paid periodically: and associating them to own the amenity areas like petrol pumps;hospitality centres and the like commercial activities along trhe high way to lessenthe governments burden on rehabilating them. |

Mr.Mallay seems to be too optimistic in his views. Were one can find all Good people,Consultants, Dedicated Agencies, Monitoring & coordination. The NHAI which is responsible at Country level is unable to cope up with the kind of Job it was entrusted. Lack of Dedication, Political interests, unable to sustain Lobbying pressures etc., In manuals, ISO procedures every thing sounds Good. But in implementation how to get the dedication required is the Question.
Pros and Cons of Mega budget of 2 lakh crore for roads Involvement of all the people right from the Finance ministry for funding the projects: Ministry of roads Transportation and Highways for technical planning, acquisition and handing over the land to contractor for execution of the work: Meticulous monitoring by NHAI and accredited consultants can keep all the above mentioned problems at bay.
The requirements for perfect monitoring are:
- A good team work of contractors( we have many)
- A dedicated department consisting of skilled work force( we have NHAI)
- Accredited consultants
- Coordination form the member states
- An effective Management Information system catering the information needs from ministry level to Engineer level (which we have been implementing.)
I don’t see any need for crying wolf, if we are able to deploy the above with vigor decisively.
JAI ho for the Mega budget of 2 lakh crore for roads!!

we always plan ad hoc. Although the dream project of major highway linking all major cities of india was conceptualised during A B Vajpayee's regime, the project could not got proper support by successor govt with equal priority. However the concept is back on implementation table. The projects got entangled at various places in various problems of clearance,thanks to the abscence of single window clearance and lack of coordination among various authorities/ministries. this leads to not only delay in project but cost escalation also. The agencies executing the works need to be compensated for such cost escalation. To avoid the problem of various clearances it is imperative to have proper planning,survey and identification of incumbing bottlenecks and formulate a procedure to tackle these in a time bound manner with specific roles attached to the concerned departments. A holistic approach is always the most optimal and economical in long run. |

Every contractor should be paid for their quality of work and not for the quantity of work they have done. India is still behind because everyone believes in quantity of work rather than quality of work. Why such a small nation like Switzerland has a reputation that whatever is produce there, will be of best quality? India needs strict quality control and has to stop paying according to the quantity of work. |

Keeping all the below mentione d factors on same platform still roads fail because of following 2 main reasons. 1.Poor drainage system for roads it can be due to wrong design improper camber or poor workmanship but due to which passage of water is possible and bindre gets disintegrate. 2.Lack of quality binder |

Do you think corruption was not there in the times Vajpayee ji and Maj. Khanduri? Do you think all the contractors working at that time were not the same or were imported? No. Only the monitoring was better. Corruption is the general cause for all the failures in India, you can mention it anytime you want. Contractors' oerformance is employer's responsibility and it is not the major cause in slow speed of NHDP. The major reasons are two..in order of severity 1. Land Acquisition 2. Lack of effective monitoring(I mean the intensity of monitoring is lesser than before).
I am involved in these project form last 13 years and completed at least 5 projects (both design and construction) in all parts of India.
Please do not be generic on specific questions.

The major problem is construction of highways is that the allocation of funds and a proper monitor has always been a bottleneck. Corruption at every level of hierarchy, Ministry provides contracts on the basis that certain percent of the contract amount is given as corruption and so is the departments down the ladder and finally the contractor gets only 45-50% of the allocated funds, the amount which not enough to yield him profits |

Good Query? First thing Govt. has to be proactive, whichever Govt it is. Next who is the Minister looking that Portfolio Matter , wheather he is really interested to Put India Globally in terms of Infrastructure or looking at votebank. There should be plan which includes Schedule and quality. If completed before schedule and with Quality to be rewarded and for delay Heavy Penalty and for poor quality he should not be allowed to submit any tenders for some stipualated period unitil he shows that he has improved again in terms of Schedule and Quality.
