Languages cannot be learnt anywhere, its all about practice. Speak, speak and only speak in english with others. No matter wht they think of you.

I agree with Anand.

Any language in the world can be learnt by the process known as "creative imitation".

When we were kids, separately from what we were taught, we observed & heard very carefully and also noted which words were being used in each particular situation. Then we reproduced the same combinations of words which elders used - this of course, produced a lot of laughter and sometimes beatings from the elders. :D

As time passed by, we got used to the combinations of words that were spoken - in our surroundings at that time - for many different situations and we got used to them, then got comfortable with those words. 

For instance, I know many people in the city of Bangalore who can speak Kannada, Hindi, English, Tamil, & Malayalam fluently. This is mainly because as kids they were very close friends people of many different cultures and were frequent visitors at those friends' houses. Thus, these persons were exposed to environments in which they could observe the natural use of those languages.

So, the best way to learn English is to get into an environment where English is naturally used. For example, in your case, as a student, it would be best if you spend more time with people who speak English well and I mean those who speak with proper vocabulary and pronunciation. Forget about ego. Ask them to help you (very easy if you already know someone in such a group). 

Don't worry about what your present friends say. Explain things to them and also offer to pass on any knowledge that you gain. IF they really are your friends then they will understand and encourage you and will also try to help themselves too.

There are two important things to buy:

A good dictionary - such as: The Cambridge Advanced Learner's Dictionary (with disc)

One of the best books for improving your vocabulary - especially useful for GRE & GMAT: Word Power by Norman Lewis.

There are two important things to do:

Reading good novels and watching movies. Especially good are combinations such as the "Lord of The Rings" trilogy - you should read the books and the see the movies. 

In conclusion, I'll say just one more thing - a saying in Hindi which I roughly translate to be: "The smart ones need just a hint."

True. If one wants to improve his / her command over English, he or she must start speaking in English. We speak Hindi very fluently without any hesitation and we hardly remember when we started to learn and speak Hindi. In our childhood we listen to other people around us communicating in Hindi and we simply started copying their statements. Similar process can be used to learn English or any other language of the World. Ne need to go through methodical learning like reading the books of English Grammar, learning vocabulary etc. Rather, just start watching others how they communicate and start copying them.

There are many things some are used for learning & others to test yourself.

 One can listen to Soft English Songs & Watch Movies which are having sub titles.

One must read to newspaper loud for 10mins, it will help in making pronunciations clear.

 

And one can learn a lot from friends & relatives. Try to communicate in English & talk about some interesting things. Be it sports, news, gossiping & many other things but make sure you are not getting bored.

One can talk in Hinglish with their relatives.

watching business news channels will certainly improve one's Bodylanguage,expressions,pronunciation,Gestures,Voice modulations etc. by observing news readers. Hence i would recommend people to watch news.doing mirror exercise.Finally nothing in this world can be learned without Practicing.we go with a universal note called Practice makes man Perfect.

The basics for learning any language is LSRW (listen Speak Read Write) that is how we learn our mother tongue. Similar approach for learning English 'll provide a better way.

If Self interest / fire in the stomach exists to gain effective communication skills, everyone can do it & need not reinvent the wheel. English communication skills means - Presnetation skills too. Practise makes man perfect.

Every person who speaks in a foreign language will have an inherent tendency to first make the sentence he wants to speak in his native language and then convert them into english in his thoughts and then speaking it out. If you want to improve your ability in a foreign language , the first step is to take this conversion step out of our system. The rest in pronunciation which is an easier task which requires practice.
