I think this holds good for most of the industry which is into outsourcing with lack of communication many of the projects will get altered in some manner than the original inteded one, the main cause will here be due to the different teams which is working in different environment and the teams working on the project not being in sync will be the major problem, and here communication will be an important factor, and this will be the major problem that one faces in outsourcing of construction projects to others. So if we fill that gap of communication criteria then we can really maintain the quality and avail the real benefits of construction outsourcing and save costs in a drastic manner. |

Improving in the communication and co-ordination part is perhaps the most important strategy to maintain quality in outsourcing. Of course, selection of the parties involved is very important, but what is more important is what happens after that. Very often we find great discrepancies in the quality of drawings and documentation between the various agencies involved which leads to vague or wrong communication and poor co-ordination.
This clarity of communication should start with the architects with clarity in concept, design intent and specifications. Once that is clear, the project managers should ensure clarity and compatibility of the softwares used, documentation practices etc. It would help a lot if these aspects are considered right at the beginning of the project - ie; even during the selection / briefing stage itself, the aspects of softwares used and documentation procedures involved should be discussed and finalised.
Once the project takes off, the major quality control measure will be the periodic meetings / discussion with the parties involved.
I agree with Anjali, this a very common problem in construction outsourcing companies. Because of lack of proper communication, many a times, the final output doesn't come as per planned. I think construction companies should work on this problem...

Depending on the set up of the project the hold points shall be established, clearly understood by all the parties and to be made sure that all (top to bottom) are awrae of them and most importantly checks strictly implemented with no dilution of any sort. |

Hold point is the stage in a construction activity beyond which an activity must not proceed without the approval of a designated authority
I understand "Hold Points" as "construction Holds"and agree with your views.However,the construction holds need to be documented with consequential impact on project schedule and constant pursuation with client/PMC for removal of holds ASAP.Immediately ,thereafter,the contractor has to notify the client/PMC the impact of hold in terms of delays ,EOT & cost to the client.

Outsourcing the design and value engineering is quite supportive since it is thru a reliable source. Whoever doing it will be getting more information or idea to improve their current system thru sharing the knowlegde with a well organised and professionally proved sources.In that case outsourcing is useful. |

there should not be any compromise to the end user benefits.quality standards ,proper bench marking, specified life guarrentee of the structure has to be confirmed while implementing out sourceing .
I agree with the views,but to impliment it in toto and to the expectations of the client and within the contract frame work this needs to be monitored by watchful eyes of the agency and the client who are aware about the +/- limits and the allowances to be considered under the circumstances during project implimentation.

Construction out sourcing contracts should be entered into with the main contractor on back to back basis with all the terms and deliverable specifications as per main contract specification on workmanship and material specification compliance and to confirm to contract schedule and safety parameters.A performance bond equal to 5 % of the contract sum is to be furnished by the agency entring into out sourcing contract valid till DLP.The agency has to prepare a QA/QC Mannual and get it approved from the main contracting agency and implement this in toto at site during execution and generate and maintain quality confirmance document which are to be submitted to main contractor who ,in turn, will submit it to the client in confirmance with the contract obligation/responsibility.Needless to say a fully established field testing laboratory with proper testing personnels headed by QC manager has to be set up to make the system work along with activity monitoring and corrective actions taken through QA review weekly meetings.This if followed religiously will ensure quality on works by out sourced agency. |

to educate from juniour to all abot our qualatity policies to achive,(QC staff may not always help unless they are proactive,knowledgeable and serious followers of the QA/QC procedure and documentation) to follow the checklists,. . . .

Auditing of any Project during execution at regular intervals is must to control its quality as well as duration to avoid delay and problems during post operation. It also helps one to take corrective measures on certain issues, found alarming during auditing. A team comprising of experienced people from various fields to be deputed for the said purpose/ idea. At the last but not least I have to say, "PREVENTION IS BETTER THAN CURE".

as in case of massive construction quality is the main issue and supporting team will be provide as the company giveing the work as out sorucing they will be under scan eye of the quality department so its not an issue at all as out sourcing agent should maintain the norms according to specification r the company which has given offer of out sourcing has to keep an staaf like quality control and execution team to monitring the work by the out sourcing agencie |

It is the duty of a construction supervisor to keep a supervisory check on the project's each and every step in the absence of which the project may not go on correctly. But a project takes a lot of time to get finished which is not easily predicted and it is not easy to live in any country on the basis of unknown amount of time nor it is easy to get visa for every time. Thus, one solution can be done for this problem is to select supervisors, builders, architects etc from the country where the project is going on. To train them and hire them for that purpose. They will keep in touch with the head office and keep on giving all the updates. He will also not face problems which others do. |

Yes,that would be helpful indeed provided they are up to the mark in meeting the profeciency expectation for which they are selected and work in unison with the out sourced agency in meeting the common project objective and are aware about the permissible limits to operate successfully .

Outsourcing means to buy some expertise. Such deal should be done froma agency having required expertise. Thus it is very important to carefully investigation of the possible agency whether he is competent or not. Many organisation sometimes mindlessly outsource the expertise & fallin to traps. Now a days it is not difficult toinvestigate the credentials. Better would be keeping a strict qualification criteria for the agencies from where out sourcing can be considered. |

It is only the beginning of another kind of expertise.
Your reputation and goodwill is in the hands of somebody else!!So you always have to maintain a strong vigil what the party is doing, on every issue.If the party does not believe in commitment, you are nowhere.
So selection of an agency is the prime step in quality control.

The best way to introduce the quality measures or QA/Qc norms is to make Client awareness of QA/QC norms and be little tolerant on little bit extra time is taken in getting test results. It is ironic to point out that Client who is apying for QA/QC do have least regard for it and first to suggest go low on QA/QC in nutshell Client to be educated in QA/QC aspects |

I fully endorse your views,Col.The Client/PMC has to be proactive in deciding the extent to which the sphere of tolerances in the quality norms can be allowed to be widened in keeping with the functional utility , structural parameters and the time schedule.They should rather focus their energy on freezing the scope of the work and minimise the revisions in the drawings and detailing which would give more comfort to the contracting agency in putting their best foot forward by optimising on the resource utilisation to expedite the activity.

If your construction activity is outsourced , you can appoint a agency who will keep check on the activities of contractor. Its something like Third Party Inspection service.

The idea appears good prima facie but would conflict with the construction team as there would be clash of egos.It is ,thertefore,advisable to have the QA/QC set up within the organisation who will permit the work to go ahead within practical/functional tolerances as no work can be 100 % perferct when the time is the essence of the contract - a factor to be reckoned with on important crash construction schedules agreed with client.
Simply having own QC staff may not always help unless they are proactive,knowledgeable and serious followers of the QA/QC procedure and documentation.
