How to modernise Indian police??

Till now state governments are taking care of it why not let Union government take care of it and by making everyone work under them there will be less corruption and there will less discrepancies and will be having higher play interms of broader aspects of security and law, whereas the Traffic and enforcement of special laws can be with the state department.
Also states can concentrate on other things which will be always embroiled in Police issues most of the time, let center take care of it, which will happen more efficiently than before.

Given them the freedom and system, where they can move with a flexibility and speed that can match terrorists and underground criminals. Then only they will be able to effectively fight criminals and terrorists. They should be able to operate in all states, without inter-state barriers. They should be free from any undue political pressure, media interference and NGO's nuisance.

Facilities of the modern machines, gadgets, weapons, vehicles etc. is already made available to the Indian Police.

However, due to the mindset of the most Indian Police Personnel and Officers is still of the British Era. 

Further, this mindset of the Indian Police made the entire police machinery as one of the most corrupt agencies of India. 

Change in the mindset of the Indian Police, therefore, should be the first step to modernise the police.

Madam Neelima : Militiry, Para-military and CBI etc are the matter of Central Govt. -  "Police" is a state subject  ... U did not noticce ... perhaps.

We may not encourage Centre to encroch all state subjects. Ours is a Federal State. One may like to call India as "The United States of India". Of late, GOI is unilaterally handling Education, being a "concurent subject". States might have a 'say' in Edu.

However, there remains a Police Commission Report published way back - all things have been suggested.

Central Govt. should come forward with monetary help to implement the recommendation of the Commission.

If the matter is on the anti-terrorism, Indian Police should go along the intelligence based policing.  Instead of based on catch all police, one can focus the resources and energy on the high risk area, e.g. potential bomb from certain group, ....etc.

This require setting up good infrastructure, e.g. intelligence network, computer system, surveillance system at control points,  ... etc.  All those need investment.

Military would bring in discipline, a goal, training and immediate actions when something serious happens.....

Problem: In the processions, it is very difficult for police to identify those culprits who creating the crime. Suggestion: Nominate 2-3 police men whose work is to do video recording of the processions. Whenever crime happens or culprits whose throw the stones then these 3 police men record such people very clearly. As usual remaining police force is busy in controlling the crowd crime. When police force feel crime is non controllable then throw some sort of gas bomb (Similar to tear gas) which unconscious the entire crowd for just 15 minutes. During this time by referring the video clips (Which were taken by those 2-3 police men) arrest those culprits who are the root cause for the crime.

Involve professionals and other respected citizens from all walks to interact and actively involve to enable better understanding of their part of challenges and respond for public part of accountability.This would as well reduce burden on courts for unnecessary cases being filed just to make police perform.
