Thieves have altered cheques to change the name (in order to deposit cheques intended for payment to someone else) or the amount on the face of a cheque (a few strokes of a pen can change 100.00 into 100,000.00, although such a large figure may raise some eyebrows).

Instead of tampering with a real cheque, some fraudsters will attempt to forge a depositor's signature on a blank cheque or even print their own cheques drawn on accounts owned by others, non-existent accounts or even alleged accounts owned by non-existent depositors. The cheque will then be deposited to another bank and the money withdrawn before the cheque can be returned as invalid or for non-sufficient funds.

Check manufacturers help deter check fraud by making checks difficult to copy, alter, or counterfeit like watermarks, which are made by applying different degrees of pressure during the paper manufacturing process. Most watermarks make subtle designs on the front and back of the checks. These marks are not easily visible and can be seen only when they are held up to light at a 45-degree angle. This offers protection from counterfeiting, because copiers and scanners generally cannot copy watermarks accurately.

Centralisied check manufacturing and issuing system

To my knowledge, if there is an effective system by which the participating financial institutions can report all checking accounts "closed for cause" to a central database, called ChexSystems. This program prevents people, who have outstanding checks due to retailers, from opening new accounts. This can be used as an information before opening new accounts to spot repeat offenders and also use MICR information from a check presented with the applicant's drivers license number to check the SCAN file for any previous fraudulent account activity.

Reduce the usage of cheques

To the extent possible make payments online wherever inter account transfer is required, use ATM cards to receive cash. Make mandatory to have bank account to the payee. If we do so we need not have to issue cheques at all.

Adopt new methods of payment system

In my opinion, the manipulation and frauds in cheques are increasing. There can be more facilities for better cheque  truncation clearing centres but it would be encouraging if new innovations and methods of payment system for the customers are introduced. There can be better option of epayment and mpayments.
