The kerala government has brought into force the revised building rules for multi-storeyed buildings in the State by reducing the coverage and floor area ratio and increasing the number of parking lots and extent of open space.  The previous Floor Area Ratio (F.A.R)  was 3.00 with a possibility of applying for a maximum of 4.00 by making extra fees.

The Floor Area Ratio (F.A.R) of residential apartments has been reduced to 1.5 from 3.00. On remitting an additional fee, this would be increased up to 2.75 as per revision. This proposal of bringing in modifications to the existing rules, was in the pipeline for some time. However the Government had consulted a Panel consisting of the Developers’ Associations, Architects and Engineers during the initial stage of planning and there had been an agreement to seek the approval of the Panel by providing them with a draft of the suggested revisions before implementation, which the Government failed to abide by.

This equation will hit the Builders / developers badly. They will be forced to take the prices exorbitantly high to keep their economics good. The inverse relationship between F.AR and Selling Price forces the Builders to take the price up, if the Land Price remains intact. The Land Prices all over the Country have seen a record boom in the recent past. Unrealistic prices were demanded by the Owners, following the Real Estate boom.

What impact this revision would have on the Realty Sector? Will the Landlords be willing to look at realistic prices to make their Properties affordable for buyers? Don’t you think that the Government should also introduce Land Price Ceiling parallely to ensure a co-ordinated process of change?

I feel that that Government has not conducted an appropriate analysis with a holistic picture in front. The impact of the decision should have been thought of in the planning stage itself.  With the democracy that they claim to be the movement, inputs from experienced hands should have been invited as assured. Comparative study with the conditions in other developed / developing countries could have helped framing better policies.

I  think this will allow the city to expand to rural areas and automatically enable the development of infrastructure if implemented properly . So we should not blindly criticize this.

The urban trend is at it peak, now -a -days in Kerala. Now, it's difficult to get own home for an average salaried employee at his/her working town. The decission of goverment is a sheer nonsense... Without making proper analysis, how take a decission on anything? Especially this decission is gonna affect the middle class. The so-called "People's Representatives"- Politicians, just take decissions without analysing, because they dont face anything, they have everything they wanted - getting by the money of people-the tax payers...

The flexibility in FAR on payment of fees is only to earn revenue. The poor costomer is to suffer at the end. There is no possibility of reducing in land price and government can not control the same. The policy indirectly helps to increase the cost of avilable land.

The issue is a bit complex.

Indian towns/cities are becoming more and more 'urban' and while new structures are built, adequate spaces are not left for up-keep, easy ventaltion and for garbage management etc. for good dwelling. There required spaces for parking of residents vehicles, gatherings and functions ( marriage etc). What happened in the past may not be altered but for new constructions, stipulations may be made .. !!

Indiscriminate urbanisation has made things very alarming. Everybody likes to live is cities and ready to forego basic needs which is not welcome. If city real-estates are kep a bit dearer, people may opt for Tier II or III cities ... think logical ?

Experts ( sorry ... me not ) are to comment - me 2watch. Thanks.

Govt should entrust a task force comprising of successful but socially responsible businessmen, technocrats, professionals & urban planning officers to come out with a land utilization policy in (1) Urban/Ultra Urban areas (2) Satellite areas/near by to Urban Areas (3) Areas identified as develop-able in the next 10-20 years. Keeping in consideration of the Green technologies to be used, Disaster mgmt provisions, lesser emissions and travel time by all affected people, required open spaces, right-mix of commercial, residential & educational spaces etc this task force should come out with pragmatic, executable points which all govts irrespective of political colours should own, implement, track, monitor and govern for optimization of resources. As of now land prices, F.AR etc are handled only as party gimmicks to bulge the party funds, channel for funneling the bribes etc. This should come to a definite END immediately

while consider the KMBR amendment it is seen that restrictions mostly on high rise buildings mostly above four storey buildings.  and about two storey residential buildings there is no additional restrictions as existed earlier. So the governemnt considered the common people very much and make some restrictions on the side of building giants. 

It is seen that most high rise residential flats stolen the ventilation and light of the neighbours..and provided less parking space and thus crowded the streets. And of course construction of flats are merely a trade and there is no social commitments in it but it is included in the residential occupancy and getting all the benefits of the rules while compare with one under commercial occupancy..

So I think kerala govt is at the side of the common people and not with the side of buisiness giants by making such rules..

It is good for future planning. This is one way of controlling the real estate price. Demand in Real estate created by some people who want make money very fast.It is only speculation now. They are creating fake Demands. Price are unrealistic now. In past 20 years construction material & labor cost is increased only 2 to 3 times.But real estate prices are increased 30 ~ 50 times. common man cannot bear these price hike. only 1% of people in India capable to purchase for those price, for making business by speculation & creating Artificial demand. One fine day same situation like USA will come to India. If those people keep those flats / lands at this much high price when they will get returns out of the money they invested. Now Job relocation is common once in five years.It is better to plan own house only for retirement at rural areas.Still rent is not increased like property values.Lot of apartments are empty , which they targeted for NRIs. Even average income / Real estate price are not matching with developed countries like Europe and USA with Indian.India is higher than those countries.But felicities are nothing in India compared to other countries.When there is no demand then everything will go down.This is good for all. Government has to regulate like this way. Then only it will good for future infrastructure of our country.
