In two extremes of India's supply chain, while surplus grain worth crores of rupees is rotting away in Punjab, malnutrition leads to the death of 83 children every day in Madhya Pradesh.

This is happening for the last four years. As a human being it feels very painful when such types of incidents happen or heard. And more horrible is people around the incident behave as if they are dead....

So, who then is accountable for these deaths? Until and unless the two crucial departments bridge their differences the fight against malnutrition in India will never be won.

So, what should the Govt. & Public do to fight against this evil?? Do share your views

We have been discussing about corruption. Let us find out the reason. We are measuring everything with money. That is why money overshadowed all other relations, ethics, and values.

Let us give value to good deeds, good work, good people , honest and sincere people so that we can remove the corruption in thinking,  corruption in deeds, corruption in system. Let us support corruption free people.for them sincere pat can deliver great results. Thanks to all participants for your lively and inspirational discussion on the subject.. Let us go forward with positive bent of mind.

Dear Jaideep,

And in response to your argument allow me to say it is the strength of honesty in majority and respect for law that brings this to happen thus. Anyone in power or near the power center feels they are above law and thus starts the double value. And since these souls are serviced better by money the one with money feels even stronger. Thus the resource ie money becomes goal for most to achieve to gain power.

Dear Shiuli,

Well analysed.

WE are continually pointing fingers yet do not think twice before taking shortcuts for self servicing. This has to be shed to progress anywhere.

Improving Supply Chain

idea posted by Sarika Singh Assistant Professor, BIT

The supply chain should be restructured & made simple so that food grains flow smoothly from farmers to the consumers. The Govt. should play a leading role in improving the supply chain. Food prices should be kept as low as possible so that poor people can afford it.

It is basically the utilisation of infrastructure for the movement of food grains, food items to make food available.  We find places where few items are available in abudant in other places non availability of the same. Due to our inability to organise the distribution we are wasting lot of food items.  As sarika singh  the supply chain, distribution system, should be taken care.

Whereever we find a situation alarming as we noted above  Govt. and Ngos should act fast.

determining policy loopholes and need for uniform public distribution system

idea posted by purushottam awasthi LLM student, Faculty of Law Lucknow University, Lucknow

i am amazed at responce given to the idea of killing corruption on this topic. It is most humbly submitted that topic demands more policy ideas since effots on the matter are under consideration, most important being Food Security Bill.

The problem is that our grain stocks are full but we dont have a targeted  public distribution system and this is the biggest loophole.

Further, the policy of ascertaining below poverty line people in India is quite uncertain and requires intellectual rethink. The present policy leaves majority of poor outside the reach of any policy.

An important policy could be a Uniform Public Distribution System (of our full grain stocks). The policy has proved its worth in Brazil with name 'Zero Hunger'.

Improve the earning capacity

idea posted by Kumara Swamy Project Associate, IIIT-H

Recently, a study reveal that around 3 crore people are living in India who are unable to get minimal nutrition diet. This is an unfortunate situation in India. We need to eradicate it, after all those people are part of us. It is the time to improve the capacity to earn money and get the minimum food requirements. Let the government and private entrepreneurs thing regarding this issue very seriously.

Blame the local Government for Responsibility

idea posted by George Varghese Proprietor, Jecyees

India has achieved sufficiency in food many years ago. The central government has many schemes to develop the remote and village life and defiantly to reach food and medicine to any part of the country. If any citizen death reported due to lack of food and malnutritions, I strongly believe that the President of India should  use the power to dismiss the local government and enforce direct rule to the state through the Governor. In India if any death due to food deficiency, an emergency should be declared by the government, it so alarming situation. Hope this message reach to a governing body.

Food is available in plenty. But in the name of food security millions of tons of food is purchased by governments and stored for wasting it. Without proper infrastructure the valuable food grains are let to rot in govt godowns. This further reduces supply in the market place and helps horders to hike prices at their will. The increased prices make the food unaffordable to many Indians. This is govt engineered disaster. No Government or less government or responsible government is the need of the hour

Children are like god. Change people and avoid lavish spending on parties and on temples

idea posted by K LAXMINARAYANA RAO Freelancer

Every one agrees that children are like god. Our scriptures also preach that children are equalent to god. But there ends the godlyness of children. If every one instead of spending lavishly on parties and celeberations like marriages, aniversaries, shastiabdi, sahasrachandradarshana, birthdays or donating funds to temples, why not cultivate the habit of adopting children, donate for childrens rehabilitation, education? Our Universal brotherhood ends at quoting few quotes in our seaches. Just last week am MLA in Karnataka conducted a mass marriage for which he invited cine stars from Bolywood, Holywood etc and other dignitarroies and spent lavishly. Instead the mass marraiage could have been conducted just in the presence of a sub registrar and only snack served for guests all the money soent for travel of VVIP's and their arrangments could have been kept in fixed deposit for the children who would be born ato these newly weds.

We have funds for all the show off but when it comes to donating money to the welfare of the needy children or building homes for such children we retreat.

So many have become homeless and orphans in the recent floods in Karnataka and Andhra Pradesh. If instead of spending lavishly on marraiges  parents of to be wed couples can build a house each for gifting to the flood effected people and also adpot a child from the area for  meeting health and educational need of the adopted child we would have built a better society. Can we change our own attitude first instead of public distribution, currpotion etc.

Killing Corruption is also idealistic. Corruption is in our culture. We corrupt GOD but we call it by a differant name (Harake) We think we can change one's destiny by giving offering to Gods, we think we can be sinners provided we give part of our wealth or earnings to Gods. Such being the case How we can kill corruption, and thus remove poverty and hunger among children. It is too late to remove corrpuption because probably >90% of our people are corrupt and only if you are corrupt one can survive in this country. It should not be Kill corruption but kill the corrupt and then you can remove poverty and solve the problem of hunger.

Thank you for supporting the idea. Yes I fully agree with you, that it is idealistic, yet not very difficult to persue and propagate. In todays context when media can have perform Swayamwaram through reality Show. Why not perform a marriage in Raichur villages. Bride and grooms along with a maximium of 10 among family and friends, travel to raichur in 2nd class train build two houses well in advance (vaduvina mane and varana mane) have a small pendal in between and perform the marriage AND DONATE IT TO THE NEEDY, and ask all well wishers to dontae funds instead of gifts and remit the same to an account opened in the name of orphanoned children to be supervised by a Bank. May be some one have to work it out properly. So that misuse has to be avoided. If people can marry via Internet, On balloon or on a rock climbing expedition why not this way. We have to make a begining some where. Thank any how.

Dear Mr Rao,

Appreciate your views yet they are from an idealistic and ethical view point.

And the bitter reality is, if these two parameters were available even in 50 percent of people entrusted to Govern, the India of date would have been a completely different country and above attention was not required.

Public awareness program, Infrastructures to rehabilitate poor

idea posted by KALIYAMOORTHY Oil & Gas Area Coordinator, Undisclosed

Firstly, public need to know the ills of being poor. Secondly, they need to be made aware of the infrastructure made available by the Govt, NGO's, Philanthropic bodies.

Thirdly, very important & difficult to achieve, is to remove exploitation by powefuls.

How many of the people in the society extends full help to needy. We see corruption everywhere, in all social program intended to uplift the poor.

Fix Ultimate selling price

idea posted by K LAXMINARAYANA RAO Freelancer

Poor purchasing power of parents coupled with souring prices is a major cause of hunger in children. While the prices of commodities providing nutrition security doubled in a year prices of fruits & nuts and vegetables providing micro-nutrition security trebled in a year. While the National Employment Guarantee mission boasts of providing 100 days guaranteed employment to the rural people and advertises that project has improved the living condition of poor and has brought smiles to their face, the reality is quite different. The Government also announces support prices for key commodities to ensure remunerative prices to farmers and to help stabilize production, and resorts to buying and stocking when the private does not come forward to offer right price or refuses to buy. However all these has not improved the situation to honorable levels so far. Public distribution system without proper infrastructure is meaningless and is resulting in more spoilage of food and helping only helping dishonest people in the supply and distribution chain. Subsidizing makes people only lazy and as long as the producer is made to bear the burden losses in unscientific and inefficient supply and distribution chain traders and middlemen will not be interested in reducing the wastage in the chain or bring in efficiency. Take the example of Tomatoes in regulated Markets: Farmer brings tomatoes to the market in tempo’s trucks, head loads, bus, bullock carts and any other transportation means available. The produce is either packed in Woven sacks or simply dumped in the truck/tempo. By the time it reaches Market yard 10-30% of the tomato’s get damaged. Farmers are made to sort and repack the tomato in rented baskets with 10% addition to cover further loss due to damage caused by poor handling and storage facility. If there is bumper arrival then there are no takers or the price offered is too low. The Agents who participate in auction may form cartel and prevent price raise. If they have financed a farmer they may force the farmer to sell at through away price. But when it ultimately reaches the consumer through a series of whole sellers, stockiest and retailers the consumer is made to pay at least 3 - 4 times the farm gate price. A reward for inefficiency and penalty to farmer and the consumer. Only the middle men doing nothing get all the benefits.

Why can’t the government fix a maximum retail price and restrict the number of players between the farmer and the ultimate consumer? Why not the government asks the player in between what he has contributed in the supply and distribution chain and helped the reducing the wastage and cost reduction for the handling (Sorting-grading-packing), storage (Scientific storage as the product demands), logistics of redistribution, transport system (normal, refrigerated, insulated) and finance the activities.

If we are able to fix ultimate selling price for essential commodities providing nutrition and Micro nutrition, on a realistic costing + fixed profit for the agents participating in various activities in a scientifically fixed Value chain, the availability will improve and food becomes affordable. Similarly if we are able to fix proper remuneration to people for the work they do and eliminate exploitation there will not be any need for subsidies and people will be able to fight hunger.

We can see people are spending money like anything for fame, media attention etc They can spend all these money for some good deeds and they can provide charity to various organizations which really help the needy.

Some websites like bhook.com is also providing food for children, so people can even visit such websites daily

Bring Accountability

idea posted by Ravindra Sharma Managing Consultant, CHEF-India

ACCOUNTABILITY  is the missing word in Indian DEMOCRACY.

Autocracy, Bureaucracy, hypocrisy etc.. are all there aplenty and in excess whilst the core of democracy that "higher the authority bigger the responsibility" and "bigger the share of power bigger the accountability" has been altogether missed from understanding and application. For democracy to succeed the sooner we change better it is before anarchy takes over.

Ask Yourself,

Are you ready to skip a meal and feed these people especially if the money collected through (your skipped meal) the process goes to finance the collector's misdeeds.

It is a problem that needs correction and being just and soft to the cause only helps the culprit and the only way I can make out is bring culture of accountability in all forms of governance and enhance punishment.
