All of us had gone through the news that the government is required to get the budget passed by Parliament by July 31 as the vote-on-account (which allows government to withdraw money from Consolidated Fund) sought in the interim budget comes to end on July 31.

So when new Finance Minister Pranab Mukharjee was asked ,he replied, "Whatever is necessary for the improvement of economy will be done. All economic issues will be addressed. My priority is to put the economy back on track. Various efforts will be made to insulate the Indian economy from the adverse impact of the financial meltdown." he also said, "Our exports sector and the external sector are badly hit. The manufacturing sector has also slowed down. But we were able to sustain growth of 6.5 to 7 per cent last year. The latest figure will be available after May 29. So, growth is our top priority. All other issues are related to that."

So plz share your views in this topic: "where should Finance Minister Pranab Mukherjee invest money in this budget 09-10?"
"where should he focus more ??"

Infrastructure growth

idea posted by Shaju George Facilities/Construction Manager, IBS Software Services (P) Ltd

I think the governement should concentrate more on infrastructure projects. With more and more projects, there will be more job opportunities for large population, more business domains, and growth in all associated verticals.

For a country to prosper proper infrastructure is a pre requisite. The infrastructure should be reviewed over an agreed period of timeas conditions are variable

Budget this year should not only focus on one issue but certain other issues together. The focus of the budget this year should be on Education, Unemployment, Health and Security. As the education being the root of the future of the country the maion focus should on it, and then the problem of unemployment is a big headache for the government this year as the recesiion has made a large number of population unemployed. And then the security of the nationals is also a concern for the citizens and the health awareness is also an issue to be looked upon

Yes, the investment should be in Education. I specially emphasize to invest more on private institutions, which may make a global improvement of the education status.

In terms of numbers and proportion of the total spend, Budget 2009-10 plans to invest a fortune in Infrastructure. Traditionally, the definition of Infrastructure does not stretch beyond Realty, Housing, Dams, Bridges, Electricity and Highways. Time has come now to look at more areas - like ensuring Healthcare, Housing, Education upto Hr.Secondary level, Foodsecurity all of international quality at affordable pricing to the rural and semi-urban populace.

Even Agriculture and Allied activities are part of the rural infrastructure. For example, in the Orange belt of Vidarbha in Maharashtra and Madhya Pradesh, govt. investment in research & development that can enrich soil conditions, reduce the incidence of failures in a 5-7 year harvesting cycle, resilience and presrvation of the crop and the fruits will all add value to the Producer.

The definition of the word infrastructire should be expanded to cover alternative energy sources, developing a scientific R&D approach to indigenous medical techniques, enhanced agri. practices based on local conditions, healthcare, education and housing. To ensure quality and proper enduse, the Govt. should institute Public-Private monitoring models since the current bureaucratic layer has prioved redundantr when it comes to end of use of allocated funds.

yes totally agree with this one and after the 26/11 we know how vulnerable we are to such attacks anyone can come and launch an attack of such proportion, so the security measures should be beefed up in the country and this should be prioritized at the moment...

Security is definetly more important. If there is peaceful environment only then there will be production manufacturing. And ofcourse for more production and manufacturing Power is required round the clock. We must equally invest in Power and  security which will contribute to overall growth.

I think above four area need some strong support. On my view instead of increasing funding, they should reform the process of funding and implementation of existing schemes. Should more focus on primary and secondary education. Education will lead overall growth of India.

I think more impetus is required in the field of Education, infrastructure and Health.  Our children are the future of India.  Therefore, there is a great need of basic education.  Free education should be provided at the primary stages.

Defence

idea posted by Japan Shah H.O.D, Oxford School of Management

Dear All,

We all know that India is a victim of terrorism and we have seen lapses in our intelligence, issues like old arms with our defence forces. India also now has a probable risk from the attacks from the Talibanis.

I believe that in this economy, if we have security and a safe country then every one will come and invest in our country.

The expenditure of Dfence has to be raised so as to upgrade our defence forces, local police and strengthen our intelligence.

Agree with all the ideas mentioned here but the most important aspect right now is to strengthen our defence forces as mentioned by Mr.Shah.Only when we have security in our own country we would be able to grow in other sectors of business....otherwise these terrorists attacks cause deaths of so many people, destruction of public property of lakhs of crores of rupees & create a tense environment wherein the growth of the country is simply not possible.

Overall Growth: Focus should not concentrate on a single domain

idea posted by Goharr Mumtaz Tech Leader, Diaspark Inc.

I believe due to recession govt. may plan more towards economic growth, although they should focus on other aspects too as govt should focus and promote the agriculture, infrastructure and basic needs for a citizen, e.g inspite of Pradhan mantri Sadak Yojana, there are many cities and areas where still we lack Roads and facing trouble, Water shortage is becoming giant, control on price hike is also required as due to recession salary structure also affected of a normal man, although if we analyze overall scenario so there may be cut in the profit of many business giant but still they are making profit .

Govt should also promote the external and internal investor to invest in Indian market. Security is also a major concern to take care as after Mumbai incidents our security system requires renovation and improvements.

Along with this we have promote higher education in India in spite of promoting education at foreign countries, we have to set those standard in India itself and we can do that, no doubt.

idea posted by Aditya Sharma Insurance Advisor/Analyst, LIC OF INDIA, ICICI LOMBARD

Though Infrastructure includes or touches all the points mentioned. But in my view Education should be given top priority and then Rural Growth which includes stress on Agriculture, rural education, rural employment, rural infrastructure and rural Health. Infrastructure of urban and semi urban areas and big cities. Health should also be given big boost. Than Defence be given a big priority seeing the spending of neighbouring countries. So Govt should give stress to various aspects in this order.

ABOVE ALL MAINLY AGRICULTURE IS LEFT, WHICH IS THE MAIN SOURCE OF OTHER THINGS LIKE EDUCATION, UNEMPLOYMENT AND PUBLIC HEALTH. PRESENT SITUATION NOT ONLY IN INDIA ENTIRE WORLD IS FACING FOOD PRODUCTION. DUE TO SCARCITY IN GRAINS PRODUCTION PRICE HIKE IS A MUST TO COMPENSATE THE DEMAND AND SUPPLY. REDUCTION OF PRICES OF ESSENTIAL COMMODITIES, WE HAVE TO IMPORT OR TAKE AGGRESSIVE STEPS TO INCREASE THE CULTIVATIVE LANDS.
