I think it should manage the explosive information growth by creating a simplified, seamless front end that presents a cohesive one-stop shop for everyone and should effectively manage the network data flow. And definitely there should be an interactive element like this platform such that we are able to interact with the right authorities in need & the status of our transaction should be known. It makes that easy for us to better understand the system as a whole........

And in this case it's more of transformation magagement.

MOST government technology initiatives fail because the transformation is not handled properly.

1. Ensure that the staff from top management to ground-level is fully involved in envisioning and roll-out strategy.They should be the co-creators of the solution

2.Even government projects can have a project name & motivational logo.Those people involved in this project team can be given badges(or similar displays)

3.Don't forget to have a change management board from both sides on the panel.do not ignore the possibility of an online forum for the same.

4.Create a very clear & binding transformation roadmap.You need to communicate the 5 whys of each stage

5.Do not forget to form a joint steering committee(or committees) for such a major change initiative.

6.Do not forget the end-beneficiary of the change.Yes the eBiz beneficiaries!

1.Don't forget this projects alignment & changing priority with other MMPs

2.Explore the possibility if this (or related) project can act as a digital certificate authority.[there are more pros than cons in acting like an independent CA]

3.as you mentioned, a file(application) tracker and single window is what anybody would expect.so it better be good ;-)
