I am Dayanand Deshpande, a consultant, an entrepreneur and a citizen of India who has chosen to act. I thought this is the right platform to do that. As General elections are going to be held this year. What do you think will be the key issues in this 2009 General Elections?

Let's raise our voice on this critical aspect for better India whose citizens are equal stakeholders in its future. As a first step, irrespective of which party you decide you support, you can start by being vocal - so we can start a dialogue....

In my opinion the following are the key issues in sequence of their importance:

1.Terrorism
2. National Security
3. Global slowdown / recession
4. Inflation
5. Job loss / layoffs
6. Minority vote-banks appeasement

As far as handling 26/11 attack pressure on pakistan is concerned, the everybody knows it was possible due to american pressure, not due to indian govt.'s policies. Pakistan is a terrorist country and do not respect India at all.

They are concerned about their own survival.

Media must also play an important role of making the common man aware of the important issues the country is facing.

Political campaigns must include heads of parties to put forth their detailed plan of action to combat the issues.

What you guys say ????

Its good that we are discussing the key issues of the general elections.

In my views the order should be like this:-

  1. National security/Terrorism
  2. Global slowdown/job loss
  3. Social security (especially for the informal sector workers)
  4. Minority Vote bank appeasement.

Yes..definitly..this one r the key issues to be resolved n priortize fst by our goverment if they wish India's as Prosper Country....Without such factors one cant imagine even live one's life with freedom..........

I support Mr Deshpandey whole-heartedly, but i strongly desire some changes in our entire system before even getting into a discussion about Key Issues of Election 2009. Please spend some to ponder on the following points:

 

1. Criminals not allowed: Any candidate ever convicted in the smallest criminal case, should be barred from fighting elections in the country.

2. Compulsory Education: A minimum education qualification must be made compulsory for all candidates wanting to run for elections.

3. Compulsory Retirement age: All candidates wanting to run for elections or elected ministers and MLA’s must have a retirement age (65 years).

4. National issues: “Security-Health-Education-Judiciary-Water-Electricity & Roads”. These seven problems should be considered as national issues of uttermost importance.

5. Research, Planning & Vision: All parties should present a detailed report in their manifestos over the above-mentioned national issues. 1) Present problems; 2) projected progress and 3) exact time required to execute the plans to repair the above-mentioned national issues.

6. Implementation of manifestos: All Party manifestos or independent candidate manifestos should have a time period. Any promise further promises (other then the above mentioned national issues) also should be projected with the exact time of execution and completion (detailed plan of action), of the given commitment. In case of any delay or failure, public accountability is required.

7. Manifestos should be considered as contracts: Party Manifesto or any publicly given promise by any Individual candidate (however small) should be considered as contractual agreement between “Two Parties” (Citizen of India and the winning leader or political Party) under the agreement laws of the Indian penal code.

8. Breach of contract: Any candidate found short of his/her agreed promises (if proved) should be considered as breach of trust and breach of contract between the two parties (citizen of India and the winning leader or Party) and the accused should be tried (Under section 406-409).

9. Compulsory voting: Voting should be made compulsory for every Indian citizen. Any one with a voters card if found absent with out reason should be fined.

You have mentioned all the things that should be done for the development of the country,accountability of the candidates and improving our election system.But do you really think that just by saying these points will solve all these problems.Each and every citizen of the country should demand these things to happen and we should not think twice in doing what is right.

Way to go Arnab. You have hit the nail on the f****** head. Someone else had also mentioned that there should be accountability in politics. He/she should be made to pay back their earnings if they are not able to fullfil their promises. In that regard the TATA Tea Ad is absoloutely great. The one that asks about the qualifications of the candidate who has come canvassing for votes.

I think we educated people should try and bring about the change. Its no news any longer depending upon politicians. Simple way is to make some one experienced and educated in your office / locality to stand for the elections and make the neighbourhood rally around him/her to ensure they win.

Yes i agree with Arnab here that the candidates should have a minimum education qualifications, we see so many politicians with no education qualifications at all, and people still vote them which is really absurd, how can they even solve a problem with no education and its insights, and yes they should be retired when all the government employees and others are retired at the age of 60 why not the politicians, we don't want politicians who can hardly walk on their own, what will they take care of the people of the country when they are not able to stand on their own.

Free education up to class 12th.                          100% Agriculture and farming orianted country. All agriculture and farming product base industries. Complete water harwesting management system/policy to all villages. 100% river water management for irrigation, drinking and hydle power generation.  Total black money return from swiss and other countries. 100% transparent and accuntable governance. Only two party system.

See Constituency is the manifestation of Nation's thought process..i mean ideally it should be and we are a democratic country, so we should have all the rights ask for a entry barrier for any every body who wants to get a ticket. That person's profile should have to be supported by the mass for him to even get a ticket.

Hey Arnab, we are back to the basic question of the egg and the hen. Anda pehle aya ya murgi! As you stated criterions to be fullfilled for eligibility to govern a nation, platform- politics.

The first question does our constitution has any eligibility requirements to join politics? if so what are they? If not then boss its a free country, jiska dil chaha wohi ake ticket mangega. For example if you have followed the candidates standing for Member of Parliamant, currently the norm is if you're credentials read- Gundagardi, murder, rape, ghotala ( Scams) even better if you have committed crime like genocide, you'll get a ticket.

And what do we do, we wait for the dawn, kab Krishna ke avtar ayenge tab hum jake unka hath thamenge! ( Unko apna vote denge)

Yes Jay is right, make sure everybody votes this time, people whom you know all make sure they go and vote and tell them also to do the same thing by telling others to vote, even if it is embarrassing to ask them to vote, do it you are doing good for your own and the country and helping in choosing the right person for the top post. If every vote counts then only it will be a fair result if not with meagre 50-60% of voting in more than a billion people where there more than 60% are voters will not be having a fair result...So everybody do vote..

Educate the crowd

Hi All

I think so most of us have put all the points which everyone wants. We all want only one thing which is common - Strong & Properous India for us and for our children in future.

The ideas floating are good. But I personally feel, we need to dirty our hands, just like in our projects in fire figthing mode, we roll up our sleeves and try to resolve the problems.

The same is needed here, till all the educated crowd, whether it is old or young, does not matter come foward, the mindset will not change. So each one of will be having a favorite party. So the fisrt step is to join the which ever party u are comfortable and then try to proceed with the cahnge mgt. You may not suceed, as u may not have the authority. 

So then the next best option is go ahead as Independent and contest. But still may not suceed as we may not have the money & human power.

So my last option is atleast each one of us should take pain to generate the awarness in our area in whatever small means of all the points listed by everyone in this group. 

This may not see results asap, but slowly we may see the effect for future of India.

This is to all the political parties contesting for the elections this year.I hope politicians will lookat these points which in my view are essentials for us to achieve Vision 2014.

Good roads mandatory.

Good manners are paramount.

When an accident takes place you find yourself asking howis the person doing, rather than whether he is a hindu,muslim, SC,ST.

Whenyou board a commuter train, people readily give up their seats for the elderly,disabled or pregnant.

People stop saying that they can't rely on the police force and our Judiciary as they are corrupt.

We are all Indians, any one who doubts that should be questioned.

What we read in papers reflects what is happening instead of what was supposed to happen.

No special privileges for the special few, you have the same basic profile like the others, use it and develop yourself.

Illegal immigrants are deported immediately.

Public service is commendable, people should say that the govt services is better than the private sector.

What you see advertisied in the newspapers is actually what you get. No hidden lines as disclaimers.

Traffic accidents are kept to a minimum.

Results and entrance requirements into public institutions are made public.

No more cast, creed,race based politics.

When you go as a tourist overseas, people envy you for being an Indian citizen.

People worship our ministers as if they were Obama.

Health care is affordable and available.

One feels safe to take a stroll down the park.

Every single paisa spent by the govt is available to public purview.

Every district and state functions on its own without much aid from the Central govt.

Every single citizen fulfils his responsibility to vote.

We should live by example and be happy withwhat we have but continously strive for what we lac. Please give me something to shout about as an Indian.

Rural picture & common platform

We are much concerned about the urban scenario of election. It is a good indication that people are at least bothered about voting and raising their voices attempting a restructuring. But the unaware mass (mainly in rural area) will be bullied by the dirty politicians once again. And these people constitute a large share of the vote bank. 

Can we think of any mechanisms to reach out to these people who, if motivated, can make our nation stronger???

Is there any open platform to share these initiatives that are already happening at the grassroot level and give way to replicatation and trial?

Can't we also support & appreciate Lead India (by Times of India) to build the momentum to lead a nationwide movement?

yes it is sad that most of the vote bank belongs to the rural india, and these innocent people's votes are traded like anything by the dirty politicians with all their false promises, and the same mistake is happening in the case of rural population at every elections, and yes Lead India is a very good programme, i guess in future this will bring out many more leaders which we are looking for.

5.Any statement made by the leader should be supported by the facts and data if not it should be taken as serious offence e.g.BJP want to divide the country said by Rahul,he  should let the public know what action did he observed to conclude this? let it not be only winning statement for the party.Else if BJP starts saying that congress is part of chor and dalals then no one should feel offensive  about it,because this also may be wining statement for BJP.

6.A proper accounts keeping and auditing must be done by all parties and every six months they should declare  their income and expenditures along the source of income and it should be published in news papers and available for inspection to teh public.When it is must for proprietship and partnership firm,private and public limited company why parties should not follow it?All those paying more than Rs.1,00,000 in cash or by cheques people should know it which business house is paying and how much is being paid.So that a eye may be kept on how the business house is trying to exploit in lieu of the donation paid.

 7.Donation given by business houses should be allowed only after they do not have any default in statutory dues e.g. the installment on loan taken from the bank is in default and business house is making donation and if his supported party comes to power they start advocating for the exemption from panel interest and other penalty or try to take benefit by other means.Where as a small business man in default is supposed to stop all his expenses to pay the debt.Why the discrimination from big business man and small should be made the constitution of India has not given any such right.Should this not be treated as reservation of big business houses.

In my view following are the 5 Key issues that will decide the Elections...

1.Alliances:The Elections will swing hugely on this factor.All regional Parties feel that they benefit by joining a national alliance and getting a say at the centre.

2.Jobs:The slowdown of economy and job losses is concern of worry  more in urban areas.Layoffs,less opportunites are an immediate issue

3.Terrorism:Its become a concern in urban areas where repeated bomb attacks have grips the security concern..

4.BiPaSa:Bijli-paani-sadak are the main concern for people.This also divide rural and urban.Even with the privatisationa and PPP model people worries are not over.

5.Vote Banks:-All parties wooing their vote Banks..mayawati targetting uppercaste voters...mulayam singh wooing muslims/minority voters...congress trying to regain their traditional minorities class..Every party is unleashing a flood of sops to woo voters

Absolutely right and i agree with you provided MAnmohan ji starts inducting more educated people like himself into his cabinet. I fail to understand why such an eminent economics personality and nobel winner like Amartya Sen has still not been inducted. He is the right man to lead the Finance ministry instead of the earlier crook - Chidambaram and the current old fart - Pranab mukherjee.

Lets hope dear MAnmohan gets some quick thinking and inducts well educated and experienced people into the cabinet. They can always be elected from the Rajya Sabha if the congress wins a majority.

Mr.Deshpande, there will be two genres of key issues:

1.       From the thinking mass

2.       From the political parties alluring the vote bank and the money bank. The basic issue here is that how many of the thinking mass will actively participate in this election? If they do that will be perceived in the results. Which will definitely create a consensus and would try to provide a full majority to one particular party in the Lok-sabha, so that we can avoid the mid-term topples and chaos.The rest of the agendas can be put across when our representatives give their "Darshan" in their respective constituencies and states- reminding us the only time that India is democratic.

In my opinion there are few point which are overlooked.

1. Population control is very essential thing to have overall development. We have talanet and resources but these are not enough in ration of population growth.

2. We must look into reservation system. It is just like a cancer which is eating our country. It has given us so many problems like castism, but not the upliftment of socity for past half century.

3. Education : It should be mandatory for all childrens. We must propose some law to implement it. it will provide the base for development.

4. Get rid off False and meaningless promises: we must evaluate the manifestoes and throw out the parties which are making senseless promises like free distribution og color TV, computers, free rice, free electricity etc.

5. No more criminals : All criminals should be in jail. Not in parliament.

6. Minimum edducation requirement for MPs.

7. MPs should be disqualified if they have more than 02 kids. They should give new and young people opprtunities instead of become a minister till age close to end of there life.

8. Better infrastructure. : There must be a law that prvent our hard earn money. One govt start some project. Next govt will put these in cold box. Like connecting revers, golden qudraple etc. Thses kind of things shouldnot happen.

9. Declaration of property should be must.

Next elections

The same way the poiticians are asked to declare their assets, I wish they are aksed, in a signed written affidavit , to declare what are their plans for improving the constituency and also for the country (or state) depending up on state or Parliamentary elections.

At the completion of each year the elected members should be asked to explain, in front of a citizen's committee or a private agency to explain how far they have succeeded. If in the opinion of that committee if no good work had been done the member should be immediately disqulaified ( to discontinue as MP or MLA).

For this either Election commission or RTI or Lok Ayukthashould take initiative.

In my openion if three are given more importance then it would be enough for the moment.

1) National security- Pakistan will be a larger concern in next 3 yrs for sure and India will be under Nuke threat following the rise of Taliban in Pak.

2) Minority appeasement for sure (It is a dengerous trend)

3)Economical stability (God: never seen such bad condition in India like now in economy--It is destroying the efforts of several  decades).

Last one can be added: India needs to be prepared in war footing mode for defence equipments.

I add few more

1.Announcement in manifesto which is affecting the finance /budget of the country should be done carefully and announced with proper support documentations .e.g. Congress said that they will provide Rs.3per kg rice to BPL and there after BJP said they will provide Rs.2 per kg.TRS in Andhra says they will give television to all .These offering are being made on what basis ,will budget support this or for coming in power any thisng can be announce.Like one part may say:

If I come to power:

1.Electric free
2.Medical free
3.No tax on any thing
the only thing you have to do is bring me in power and I will sell the country after all by offering free I am likely to come in power and have nothing to loose personally ,at the cost of loss to the country attitude to come to power is not a healthy practice.There should be some limitation.
 
2.All candidates are giving details of their assets at the time of nomination e.g. a candidate was having assets of Rs.10 Cr in 2004 and become minister /MP now the assets in 2009 is 15 Cr.How much of this increase has come because of revaluation of assets and how much is the income in last 5 years and income tax returns are there to prove that income was from legitimate sources and tax is paid on the declared income.Only declaration can not or should not be taken to be enough.
3."Achar sanhitaa" has been broken by all .many of them have done it more than 10 times .EC has given notice and candidates reply to it.What if EC is  not satisfied does  he have powers to terminate the candidateship if not ,a mechanism need to be developed to control it and no one can be allowed to break it more than three times else may loose candidateship.
4.A person should not be allowed to contest from more than one place and if he does he should be asked to pay the cost of bye elections to be held on the seat vacated by him due to resignation.Lalu presently contesting on two seats,Akhilesh yadav and Mulayam is contesting on more than one seat. If Rs.10,000 Cr are spent on election of 542 seats it amounts to approximately 20 Cr. for each seat.If 25 seats are vacated because  a candidate is fighting on more than one seat and wins Govt. is required to spend Rs500 Cr.whose money is this?It should be recoverd form the candidate who had fought form more than one seat and resignd from one .

The same way the poiticians are asked to declare their assets, I wish they are aksed, in a signed written affidavit , to declare what are their plans for improving the constituency and also for the country (or state) depending up on state or Parliamentary elections.

At the completion of each year the elected members should be asked to explain, in front of a citizen's committee or a private agency to explain how far they have succeeded. If in the opinion of that committee if no good work had been done the member should be immediately disqulaified ( to discontinue as MP or MLA).

For this either Election commission or RTI or Lok Ayukthashould take initiative.

How convenient it is to blame the government.. There are flaws in government and then there were always flaws there.. now we can see them clearly because many people are coming up and giving voice to the wrong practices..
It is a wonderful concept but we need a right plan to follow it. Just an idea wont help.
Bad news really bad news . 1) We should produce our own arms . 2) More arms means more fight. 3) Only arms would not ensure security.
