Thanks Brig. Chadha for bringing out a often neglected subject. The perils of driving and phoning is as dangerous as drinking and driving especially in the metros. However we cannot enforce any rules regarding this as I feel it is logistically a nonstarter. We can only educate the general public and trust their judgement.

thx shameena, vinod, srinivas & renashmi for your respective posts. its got me thinking. should cars at least come with built in devices to have the hands free at least - particularly the cheaper models. don't know about two wheelers though.
"No laws or attempt at enforcing will succeed in India if we try to enforce every issue on hand. It is time as a society we try and imbibe certain principles and put it into practice. " Really great one there Renashmi. Yes I think you have made a strong case for contention of a lot of us that we need to create public awareness and also responsibility other than churn out laws and complicate the whole process.
Should we educate someone about the consequences of mobile driving? He/she pretty know about the consequences. This is nothing but callous attitude and lack of civic sense. We all habituated to flout the norms and feel proud in doing so. We need an attitude change.

Think of the age, when you first heard of a head gear (HELMET). It all transited through the "No use" era to "must have" one. Ever wondered how? Its STRINGENT RULES that made it so. No technology in whatever form, came to rescue. If that be the "BINGO", why crying now. Right from the big cities to suburbans, the Helmets made their presence felt. Not because we care ourselves. because we know that we are under-skilled to handle the cop right at the corner. The same cop will take the baton once again, for the different cause this time. Rest follows. |

Your thought process is appreciated shameena, but look at it from the practical aspect also. You will find that many of us wearing helmet just out of duty, rather being it out of passion or for allied benefits. See for yourself. Sooner we loose the vicinity of the traffic cop, most of us tend to remove that very burden. All those benefits and caring suddenly go for a toss. Idea is that, we don't come out of our comfort zone unless have that law overhead.
I agree with you Peeyesh that over time the practice can be built into a society. However I do differ as to why today there is near total compliance with the law regarding helmet. It is awareness and knowledge of the benefits that enables the practice today.

this may sound real wild but why can't we have cell phones which will not function beyond the walking speed. can't we have legislation to ban cells without such facility, or maybe have the facility of using on the move available at a premium. i have no ready answers. let's get together and find something. |

thx for the post murthy sir. i've been in a town where the police would round up drunken drivers thru the night & have them sent to a central station. press photographers would be waiting there and defaulters' pics gor published in the local daily newspapers. so why not what you suggest ? i'm with you on this sir. best regards

For two wheel-drivers, hard-hat (helmet) is advocated to be ,compulsorily, distributed to the purchaser.A similar idea of giving away either a blue-tooth enabled or wired head-set is to be given to all vehicle procurers. Everyone knows driving with mobile phone is hazardous & makes driving distraction. However, people use it as a fashion / snobbery. So, at-least, to reduce the number of accidents if not totally to prevent it to happen, these kind of pro-active measures may help us achieve the desired results. Because technological development has given us some comfort but, the problem coming out is to be addressed at the design stage by the cell or mobile phone manufacturers. Communication advances decision making easier but, not putting the people in trouble. Wise use of equipment with fairly available means can minimize these hazards. |

Yes enforcement is a must but we could be well served if we create awareness..... of social responsibility. Frankly we are taking the road to a tangent if we isolate cases and try to build responsibility. We got to tackle the idea of responsible citizenship as a society. We cannot always pass the buck.
Dear Mr. Vinoy Scaria James,
Recently made, National Highways are, quite , conforming to international standards. But , the users fail to follow the norms that are expected to be followed while driving. I agree to it. The Road users are , by and large culpable. This is mainly due to , poor driver's training and subsequent refresher courses on these issues. We can not help it out. Because, these roads come into existence very recently, but the drivers are old guys who are used to the previous roads that we had. It will take time to adjust to these requirements. Particularly, the use of mobile use, drunk and drive, seat belt wearing, ensuring all vehicles fit for service to the required standards (remember the Chennai school children case) etc.
Yes, we need to impose more vigilance on Highway's driving & preparing the mass for its best use. Road accidents are highest in the world. How a country is to reduce, it depends more on its driver's training & ONE's skill used on the road.
Thanks Kaliyamoorthy for for making a synopsis of the debate of the topic. A careful look at the topic makes it clear that none of the suggestions are workable and not outlandish. It just seems that as a community we in India are not sensitive to road safety. The typical 'Chaltha he' attitude exists insofar as road safety is concerned.

The Traffic POLICE should confiscate the MOBILE phone if any driver/ Car or Bus /rick is seen talking or caught talking while driving. |

vijaya, will anyone allow his cell phone to be confisicated ? will this be legal ? many issues ! OR, let us say that there was some application which would record the incident on the sim card itself - and let us say after three or five such infringments - the sim card would become 'dead'. the inconvenience of getting another sim card can be quite a dampner. regards

in kerala drunken drive may cause of rs3000/- after the strict implementation,i know personally many people deliberately avoid drinking while drive. So i think with a heavy fine by using advance technology to find out the usage of mobs.

This might make some sense, provided the so called affluent and highly learned people follow this with full commitment and interest towards the society of living without any risk and danger, then to the other sect of people in society. Secondly, there has been no code of conduct in this, as I everyday experience my boss doing the same like continuously chatting on the mobile phones, so also sending emails over the blackberry, instead of following the traffic rules and driving the vehicle cautiously, which also leads to braking the traffic on red signal. However, the present generation world really needs more discipline than pampering of the wild nature. So I feel the traffic authorities need to be more stern on their work and not let loose these mobile operator. Frankly speaking lots of grooming is required along with awareness in the society they are living. i would say introduction of cameras on the traffic to control the speed can also do the same for people who are constantly talking on mobile phones and driving. If it is really introduced for the up-liftment and care of the society it will be a real welcoming change.

Somewhat similar to a immobilizer for drunken driving. The engine stalls when it detects a certain percentage of alchohol in the breath of the driver. Similarly imagine huge sirens going of inside the car as soon as a call comes through. The sirens should be deafening prompting you to cut the call and should go on till the call is cut. This way you will resist the temptation to pick up the mobile midway. All these features are useful only if they come as standard features in a car. If it is optional no one will install it and the whole purpose stands defeated.

The only way left is to introduce mobile jammers in all two/three/four/multi wheelers which are self driven, wherein the incoming calls would be the missed calls and the rider can attend to them without missing after he stopping the vehicle. mobile in one hand and the other hand on vehicle's staring would surely be hazardous not only to him but even for others!

it would be in our national interest to work with a peaceful neighbourhood. seen as neighbour we need to think one way. seen as a belligerent neighbour the scene changes somewhat. seen as an adversary the window opens to whole new set of options.... |
nice and exhaustive article sharmaji. presence in gwadar also enhances the capability of other sino assets operating in the indian ocean region - a fact already brought out in your article. the strategic implications would surely be global and will in... |
thanks sharma sir, as always a well thought out and well expressed analysis. one doesn't go for a military option without clarity of the end state. unless we can define what we plan to achieve by an armed response, we may find ourselves floundering.... |
